The Euro - will Bulgaria join in 2025?

What are the odds of Bulgaria adopting the Euro? Bulgaria has an ambitious goal to adopt the euro by 2025. We will look at Bulgaria's journey towards meeting the Eurozone requirements (Convergence Criteria). From economic indicators, like inflation rates, and public debt to political hurdles and public opinion, we will look at everything! and at the end of the video we will determine what the odds are of Bulgaria joining next year. Prominant figures like Mariya Gabriel, Rumen Radev and Prime Minister Nikolai Denkov seem to think they can. There are currently 27 European Union Member States, of which 20 have adopted the Euro. That leaves 7 (Sweden, Denmark, Czech Republic, Poland, Romania, Bulgaria and Hungary) that are yet to join.

    Another correction - the video implied that a referendum on whether to join the Eurozone is possible. Such a referendum is unconstitutional and thus impossible according to Bulgarian law.

    Well, technically Bulgaria did meet all the criteria before the Pandemic in the period 2017-2020. We had very low inflation rate at the time, but we still weren't accepted in the Eurozone due to lack of unanimous support by the other member states. It's more of a political decision than based on hard-set criteria. Just as the EU accession or the Shengen accession. The Greek crisis really made the Eurozone members wary of newcommers.

    This is not true at all. In 2017-2020, we didn't meet two convergence criteria - ERM II member for at least 2 years and compatibility of legislation. Bulgaria joined ERM II on 10.07.2020. Thus, this criterion was met only in July 2022. And compatibility of legislation is still not technically met. We weren't accepted in the Eurozone because we didn't meet criteria, there wasn't even a vote for you to claim that there wasn't unanimous support. Most of your comment is a lie.

    @TzvetozarCherkezov You are only half right. ERM II is a secondary criterion that is applied after unanimous approval by the other Eurozone members. There weren't any votes for us in that period because many countries did not want us there at the time even though we met all available criteria at the time. The legislation changes is also a weird criterion because some countries, which adopted the Euro early on did not meet it but were still accepted. Also, it is widely accepted that it is the last this to do before being given the green light.

There weren't any votes because WE DIDN'T EVEN HAVE THE RIGHT TO REQUEST A VOTE before all the criteria were met. We didn't meet all the criteria and we still don't. The legislation changes are not weird at all, you literally can't enter if your legislation is different than the Eurozone's. What do you think happens when we enter the Eurozone and the ECB is our central bank, while the BNB Law says BNB is our central bank?     As a Bulgarian I can tell you that the vast majority of people here don`t actually want the Euro but we have an American useful idiot in charge who just forces it through. People here are afraid of 1) Crazy inflation and a decrease in purchasing power. 2) The collapse of the Euro and a big crisis which is probably gonna happen in the next 15 years.

    Nah but Romania's currency is so high for the same reason as Hungary's, because of our quick economical development, which isn't seen in Bulgaria nearly as much as Romania. For context, Romania's economy grew 700 percent while Bulgaria's grew 300 percent in the past 20 years.

    I wonder... Are the criteria really necessary these days. I'm Czech. I, unlike most people around here, want Euro and see, how we're effectively becoming dual-currency economy with businesses being given under certain conditions the right to have their books in Euros as primary currency, pay their obligation to the state in Euros and there is proposal for partial salary payments in Euros on the books right now, even businesses are starting to trade with each other in Euros, primarily using Crowns for salaries and taxes... but we don't fit the criteria. So, I wonder, would it be practical to demand adherence to the criteria, if say 60% of domestic trade were to be denominated in Euro? What if an economy shifts currencies by itself?

    One of the reasons switching to the Euro is almost useless for Czechia... Most benefits like trade etc are already allowed with no problem but the national currency is still controlled independently... I'm very pro-european, but I think we just don't need to switch to the Euro...

    I'm not an expert, but the Euro zone issue is not just about the use of the currency. Countries like Kosovo are already using the euro, this does not make them part of the euro zone. The inclusion of a given country in the euro zone means, in a certain sense, a loss of sovereignty. The government in the Czech Republic still has its fiscal policy. This will not be possible with the entry into the Eurozone. As part of the Eurozone, the banking system of the Czech Republic comes under the umbrella of the European Central Bank. In case of bankruptcy of one of the euro zone, the others can pay the bill - example Greece. There are an awful lot of aspects that are not talked about. It is not just what currency we are using.

    I think as more countries join the Euro, it's going to push the holdouts to join at some point, after all, from an economic point of view, it could be seen as a disadvantage to not join for the countries holding out because investment would likely steer towards Euro Zone countries because of stability and the currency rate being the same over a wider range of people. None Euro countries could mirror the policies of the Euro, but if they keep doing that, you have to wonder, why not join altogether? Either way, if you were a company investing in the EU, you're more likely going to want to invest in a Euro country because it serves a bigger population of consumers without having to worry about currency fluctuations, which puts pressure on none Euro countries to mirror the exchange rate and policies of the Euro to be more enticing to investors, especially big investments that aim to sell Europe wide, the Euro Zone countries make more sense, with the exception of the developing EU countries in the east, which cheaper labour will still entice investment, but that won't last as they develop, so over the long run, I suspect all EU countries will join the Euro as it's likely going to be more difficult to stay out as more join it, especially as the majority of the EU is already Euro Zone centric. Anyway, inflation in Bulgaria does seem to be going down overtime, but public views and political stability could be a hold up for Bulgaria joining the Euro, but overall, things are in a good state for them joining before 2030, but I doubt they will join in 2025 because there are too many hurdles to overcome, but the odds are good for them joining before 2030.

    Most useful economic benefits of the Euro are gone (for now)... These times of crisis are not great for adopting it. When Slovakia joined, Poland and Czechia should have too... Now it's almost useless... Either way if the Czechs switched back then they would loose a lot of monetary growth that the Koruna had against the Euro The disadvantage to joining is the fact you lose sovereignty that's a legitimate issue. I doubt Sweden, Czechia and Poland will join anytime soon as the public is against it. Either way as currencies go The Zloty, Koruna and Krone are no toilet paper unlike the forint...

    What benefits....there is nothing better than holding up to your own currency as it backs the country stability. Why some countries, which are part of the EU longer than others are still not joining the EURO zone? They are certainly not stupid. The only benefits would go to the banks, which will take loans with lower rates. Nothing else. Nevertheless you are answering to the central bank and if something goes horribly wrong and there is a big collapse affecting multiple countries, the bank would certainly not support economies like the Bulgarian and they will aim to aid bigger economies. As long as it goes to the inflation as they said we do not eat TVs, toasters or furniture. The prices in the food markets are mad and they keep rising. For instance since covid broke out prices on average skyrocketed around 30-40% upwards and on some goods they are even double. And as i said they keep rising. I am constantly hearing from friends living across Europe and countries, which are pretty much expensive to live like Belgium, Germany, Austria, UK and all are saying one thing....that prices here are higher or equal and it became much more expensive in last 2-3 years...Do not trust any official statements that the inflation is around the 10% margins....it is at least three times more which is totally against the acceptance terms for joining the EURO zone!

    for the small countries its a no brainer because they cant easily hold a good currency... for the middle countries its better to hold on to their own currency because they can have a serious industrial sector and the currency helps it be more competitive... you would be a fool to give that up

    EU should help more Bulgaria, i mean the country is literally collapsing long term. Its massively loosing population, including massive brain drain, its the only EU country that dropped from very high human development list into high list and its long term worst in corruption from all EU members. The economy is also not roses. Its true its far from EU center, literally on outskirts, surrounded by also not fully prospeting countries. It needs help and attention, the whole region needs it. From all EU countries i have ever visited, people in Bulgaria seemed the most resigned and unhappy out of all. Even Greeks or Romanians seemed more happy with their country and their future. And Romanians had similar trajectory of rather poor, corrupt country where masses emmigrate into western europe. But after +-2015s they managed to counter it and now its growing super fast, even outgrowing richer countries like Hungary or Greece.

    as a bulgarian who lives abroad I can say that it is not like this. Economically Bulgaria is getting better I can see it every time I go back . Many Bulgarians around me are moving back home .When I left my country the avarage monthly wage was under 100 dollars now is over 1000 euro .This and the fact that the taxes are one of the lowest,it is easy to find a job, the prices are one of the lowest in EU ,the climat and the nature are great. If we talk about safety I feel way safer to walk at night in Bulgaria then in France or UK .This wasnt the case 10 -15 years ago.

    Thank you, very informative. Ironically, nobody in Bulgaria has ever explained it properly. They are too busy arguing if the prices will go up if we get accepted into the Eurozone. You say that 49% support it, but from what i can see, it looks more like 30% in favor. People are afraid that there will be a lot of speculation with the prices and are giving Croatia as an example. I am undecided myself, honestly

    I don’t say that using a more flexible currency is bad, but learning from Greece, Romania and Bulgaria might be better off staying as they are, slowly growing their economies. Sure, Romania has higher inflation rate, around 7%, but that’s because of the radical 700% growth in overall GDP, and the same for Bulgaria with 300% in the past 20 years.

    Something worth mentioning is that public surveys aren't very representative and mainly target the capital, which has a higher standard of living and therefore, more in favor of the Euro. Moreover, the two parties in the Parliament, who had a majority, broke the Constitution at least two times. First, when they voted in the Parliament not to organize the referendum, even though they were obliged to organize it, because the proponents of the referendum hard gathered more than 400 000 signatures. Then they broke the Constitution a second time by appointing party-aligned personas as Constitutional judges without the required by Constitution minimum experience. Just a week later (what a coincidence), the Constitutional court ruled the referendum as "illegal" (after months of delay), obviously because the two illegally appointed Constitutional judges swung the balance. Now, combine this with leaked recordings from last year between Ursula von der Leyen and one of these mentioned parties, in which von der Leyen implies that Bulgaria can abuse the system and bypass the requirements, and you can see the whole situation is orchestrated and non-transparent. I personally believe Bulgaria is not ready for the Euro yet and adopting it would collapse our economy the moment a global financial crisis occurs. After all, joining the Euro is a not even a requirement, nor a guarantee for a successful economy and Sweden, Poland, the Czech republic are all examples of this. In conclusion, since the Lev is already tied to the Euro, the Euro could mostly benefit big companies, most of which are owned by oligarchs and politicians already, while adopting it carries increased risk in case of a financial crisis.

    I think the reason for the lack of public support for the euro is that there is a general fear amongst the poorer members of society that the euro will cause general rounding up of all prices without a commensurate increase in wages and pensions to compensate.

    We are goiod with our Polish złoty, I think. We sure have inflation but changing curency won't fix it. And we know what happens when you join the Euro Zone when you shouldn't (looks at Greece).

    Some of the data is a bit outdated on the video, but could also very well be on the depending source, since Eurostat and the IMF and worldbank (which is with the most outdated data) show different economic data, but imo IMF is the most reliant and consistent source out there, and it also checks out with the National Statistics Institute of Bulgaria. I would either recommend using IMF for economic data or countries' national statistics institutes

    In Croatia 🇭🇷 there was alot of those left-parties against the Euro, scarring the people with rising prices, and disregarding the fact these had already been going up "naturaly". For us joining the Eurozone was a good decision as our economy is directly linked with the older Eurozone members and the prices had for a long time been, off the record, also shown in Euros, especialy for more expensive things like cars, apartments etc. I guess it is simmilar in Bulgaria (and Romania) as it is in Serbia which is not even a EU member.

    nope Croatia is bad example, country was given green light even it was never really ready for Euro. So yeah now Croatia has top 3 highest inflations in EU and in the adoption year it was double digit high. Long term Eurozone memebrshiot is certainly positive but any country needs to be prepared for it seriously and Croatia was not ready neither for EU membership nor for Eurozone - it is example how EU does not have strict criteria, is over political disfunctional zoo of various interests with no clear strategy in real life. So its rules are telling one thing and decisions are made on some other, often murky reasons.

Croatia can only benefit from the Eurozone membership as we have always been enocomy-wise dependeble on the trade with other Eurozone countries such as Italy and Germany, not to mention the countries from which we get most tourists from. Plus in the last 30 years, where and when would you hear someone buying a house or a car and expressing the price in anything else than the Euro or prior to that, in Deutschmarks

    When greece adopted the euro prices did rise significantly and not having the ability to have control over the currency when you need to in a harsh economic situation is specially limiting.

I doubt that the percentage of people who are against adopting it is higher that the people who are for adopting it, but I might be wrong (hopefully not).     As far as I know, Bulgarian govt has recently decided NOT to join the Eurozone. And I am sure there is a fair reason for any such decision. But foreign travellers may find it rather frustrating the extra doing exchanging to the country's local currency, and thus accept a certain exchange fee.

    The Euro is a double-edged sword honestly, if the Eurozone does well, then the Eurozone members benefit, but if things go awry, then everyone suffers collectively, because of somebody else. If we retain the Lev, we have a certain control and can detach from the Euro, even if the other Euro member states don't like the idea. But technically, we have the power to do it. So yeah, I'm also on the fence if it's better to go with the Euroe or stick with the Lev... But our state is clearly chasing after the Euro, so... my opinion doesn't really matter, does it? x)

    If Bulgaria maintained peg with DM and then EUR since the 1990s it is a no brainer that they join euro. It will simply reduce the risk profile of the country and unlock foreign investments and additional trades opportunities with the rest of the euro area.

    It isn’t something as simple as declaring a peg either. We maintain a gargantuan foreign currency reserve that most countries can only dream of. It is an active decision on Bulgaria’s part.

    The euro is good for big companies and convenient if you travel as a tourist. But for the normal population everything becomes more expensive. In the Netherlands everything became more expensive after the introduction of the euro. For example, a Euro was 2.20 Dutch Guilders. What happened to the price tags in the stores. A product cost 5 guilders = €2.27. but on the price card it was rounded up to €2.30. 10 Guilder= €4,68 -> €4,99 25 Guilder= €11,31 -> €11,49 50 Guilder = €22,86 -> €22,99 Etc. And then the psychological problem. Because all prices were in Euros, everything seemed half cheaper. I think it took five or six years that I kept converting everything into Guilders and Euros in my head.

    Comparing euro to Schengen accession is not accurate. Western EU states were / are worried about illegal immigration. The euro accession is not as sensitive politically.

    The problem is the Western EU states kinda encouraged that illegal immigration. When the actual Syrian refugees came to Bulgaria after the war started, there were no issues in the west but then the famous "Habibi come to Germany" video happened and "habibi" came and we're here now. Or maybe our governments can actually stop destroying their countries so they would want to leave?

    @@LucasMalki I agree because my family has suffered from something similar. Of course, not to the extend of the horrors that the Syrians suffered but I understand why they did this. I spoke regularly online with couple of Syrian guys before the war (we had similar interests) and I have nothing but respect for the Syrian nation. What they suffered was horible. Nobody runs away from the good. The problem is that many non Syrians started to portrait AS Syrians for benefits which is bad.

    Interesting how 49% are in favor. As a Bulgarian, I haven't experienced it, but it may be the 50% against just being louder against the Euro, with the people in favor nothing doing counter petitions and etc. I don't think we will have it by 2025 for sure.

    This video misses the key aspect of this country - Bulgaria is a unique case in economic history with a 25-year currency board. Bulgaria simply does not need the euro at this moment. They are practically tied to the euro, without having the obligation of a country part of the euro zone. There is no logic for them to accept the euro - they have a perfectly functioning currency board. You should make a video on this topic, although it is a very complicated subject.

    What currency board? The Leva is pegged to DM since the 90's because of the gargantuan inflation related to the fall of comunism. When DM was converted into Euro, it was dirrectly pegged to Euro. Because of this Bulgaria has to have giant reserves of Euro to keep it stable and because of the peg it does not have a monetary policy itself, it has ECB's.

The fasters growing economies from Eastern Europe are the ones that keep their currencies- Poland, The Cheech republic and Hungary. This is not a coincident. Why Sweden, and Denmark also keep their currencies? They don't need the euro now. In the future that may change, but not now.

    The inflation index from 5% come from get on European selary level from 320.00 Euro minimal by 2020 .To 390.00 Euros by 2023 years.And stability by 2024 years ,near to Euro standart Inflation by 1.5 % by the years.That so about the Euro level standarts for Unit in European financial union.     What many don't know is that, due to the low quality of life in Bulgaria, many Bulgarian migrants send money from abroad to Bulgaria. Without those funds from abroad, inflation will bankrupt the country. The grey economy is skyrocketing. There are no such things as paid holidays in that country. Even if they are it's not like you're having 20-25 days. The main fear among natives(I exclude people with higher education taking high-paid jobs. They are a tiny per cent of the population) is when you convert BGN to EUR their wage will be halved. An example is when you earn 900BGN monthly after conversion the wage will be 450EUR not 900EUR. It is anticipated that prices will continue to rise and not decrease anytime soon. Even though food prices in the UK are lower than in Bulgaria, the average weekly salary of £440 is still a challenge for most people. This is mainly due to the high costs of rent and council taxes. While many Bulgarians own homes, this is primarily due to the fact that during the communist regime, every working person could afford to build their own home. However, the reality today is quite different. Energy prices are excessively high and increase every year. In addition to this, the air quality in cities such as Sofia, Plovdiv, Varna, and Burgas is poor and causes respiratory diseases. The pharmaceutical industry is exploiting the nation with high prices of medical equipment. Furthermore, fast credit with high return rates has led many to live in poverty. The main reason for the brain drain and significant migration to Western Europe, the USA, or Canada is because well educated people and average people can earn more than they can in their own country. Demographic statistics reveal that this is a growing trend. On the positive side bulgarian spirit is strong and endures hardships.

    You often hear that everything has become more expensive with the introduction of the euro. For example in the last Euro member Croatia, and years ago in my country the Netherlands. Prices will also rise in Bulgaria with the introduction of the euro. So be warned Bulgarians!     Bulgarians actually wanted to have a referendum on the Euro adoption. 500,000 signatures were needed to initiate a referendum, 650,000+ were collected, but the Government dismissed it as unconstitutional, because "we had promised the EU". The Bulgarian Government does not speak for the Bulgarian people. They are selling our country to the highest bidder and we pay the price. In truth, the majority of the Bulgarian people wants to keep the Lev, because, if the Euro loses its value, we can peg the Lev to the Swiss franc and thus save our country from economic destruction, one we have already suffered in 1996 and 1997.

    Basically many Bulgarians forget that the Bulgarian lev has been pegged to the EUR for decades. Funny how Bulgarians use it when they talk about cars, mobile phones or many items of more value. also it is very easy to calculate items in EUR because you simply divide the prices in BGN by 2. 1€= 1,95лв. I guess the fear is logically because we had a very, very serious financial crisis in 1996-1997. However, one cannot deny that the then introducted currency board has been very successful. Macroeconomics in Bulgaria were always generally good. No financial problems similar to Greece, no weak lira similar to Turkey, low corporate tax of just 10%. Biggest problem is the huge loss of population and the "golden" generation of the 90s and the remainder of the less educated and more elderly in the country or the ones who lost faith of rebuilding the country. Yes, communism had its dark size but one cannot deny that Bulgaria was quite prosperous and Todor Zhivkov tried to turn a relatively rural country into a much more industrialised one. Once upon a time, Bulgaria used to produce computers, electronic calculators, advanced agriculture, etc. Is it better following EU? Yes and no. The fear of introducing the EUR leading to higher prices remains questionable, but will lead to much less barriers for sure. I am a recent returnee that has lived for quite a long time in Western Europe and been and still using the EUR today. It is just very easy to visit another EUR country and not think or worry about the exchange rates. Bulgaria can learn from Slovenia and especially the Baltic states instead of being obsessed with Greece and Italy, which had a bitter experience.

    No, they don't forget and it was chained to the German mark not to the euro. Their fear comes because they read/listen/watch/follow lots of anti euro propaganda which you don't - that's why ure so optimistic. If you start to watch it, you'll also become a skeptic. Also that about communism is a complete propaganda that can't be more untruth.

    България е полумъртва държава, оправлявана от корунпирани бифши комунисти. Идеята да приемем еврото започва поради кризата 1997, но сега е само, за да може да се краде повече, не знам за тебе, но повечето семейства живеят "заплата до заплата" и нямат много голяма свобода да си купуват каквото и да е. Погледни навън, караме 20-30 годишни стари коли, носим "нови" дрехи внесени от Германия или Франция мислейки си, че са нови. Сигурен съм, че ако излезеш навън и се огледаш в близките 200-300 метра ще има казино. Влезеш вътре и ще видиш всяка генерация била тя златна или не, от баби до 14 годишни. Пенсионерите живеят в мизерия, децата нямат образование, а възрастните си скъсват гъза от работа за 1000-1200 лева на всякъде извън София и Пловдив. Не че в столицата е по-добре, но поне получават малко отгоре. Да винаги ще има някой, който е по-добре от останалите, но това е 1 на 100. Приемането на Еврото ще доведе до скок в цените с около 10-15%(Финансови ексерти го говорят по телевизията, която е под контрола на държата, така че може да е и повече от 15%) в зависимост от стоката, което е директен удар под кръста за повечето живеещи в страната, реално това няма да облагодейства, който и да е малък бизнес, а по-скоро големите( осбено чуждестранните - Кауфланд, Лидл, Метро, Икея и така нататък). Зарежи комунизма 35 години минаха от тогава, реално еврото само ще подпомогне бягането на "запад", което със сигурност е най-добрата идея за всеки българин, който не наследява никакъв бизнес от семейството.

    Nobody forgot that its pegged, some people make the argument that Bulgaria is basically already sort of using the Euro because the Lev is pegged, which is nonsense.

    That's the wrong motivation. Joining Eurozone have almost no impact for most common people 50 and over. But quite a lot of potential opportunities for younger people, future generations, small and mid size businesses. Joining won't necessarily make Bulgaria more western. The borders will open and it will be up to Bulgaria to attract potential residents. Traditions and way of life usually evolve very slowly, and that's also what make EU strong. The acceptance and the persistence of national identities. Different people with different culture have different way of thinking. That's the modern way for faster breakthrough in sciences (all sciences, not just tech) and giving birth to new ideas. We won't need to look everywhere for brains. The issue is to keep those brains in EU first.

    Everything is gonna be more expensive
