Despite being an absolute tyrant, Zhang in OTL was quite based in terms of his military talents - never won a major battle, but pretty ahead of time, PRETTY AHEAD. During his time in the Beiyang clique, Zhang hired a bunch of mercs, which became his backbone in the services - well, these white Russians are exiles and the bolshviks one day came knocking the door at suifenhe and demanded that Zhang hand them over, or face an invasion. Zhang said go fly yourself I have three corps, when he has like 800 man plus the Russian merc that barely totals to 2k. Basically he then issued the Russian uniforms to local villagers and told them to march down to suifenhe, only to return and board a train that transports them to dongying and they march to the border again, persuading the bolshviks that he actually had 3 corps. Also he could be the one who developed the first domestic Chinese tank, somewhere over 30 years before the type 59
Zhang Zhongchang was also named as 'China's basest warlord' from the New York Times iirc. Need I say more?

Basest is not the same as Basedest, a modern slang term. It means most lowly, vile, and morally bad person. Its an antiquated term (the New York Times comment was contemporary to his rule and therefore from the warlord era (roughly a century ago)
