sir .. For Base2 there is only 1 and 0... where as Base 16 there is 4 - bits .. but you take 13 value and assign Base2 and bit size is 4 ... how come sir... Please explain it

we can do that if we are allowed to represent the numbers with 5 bits as first bit is the sign bit and rest 4 bits can represent the number(-13)

because 4 bits can hold a value upto 15, i,e., 1111, but for 3 bits, the maximum value you can represent by 3 bits is 111, that is, 7, which is less than 13
