Should we worry about AI and algorithms in government? | Lyria Bennett Moses | TEDxSydneySalon

As confidence in - and the proliferation of - machine learning technologies, algorithms and AI grows, governments around the world are increasingly relying on them to make decisions. Decisions about how to allocate resources, in the justice system and of course, in surveillance. But there is a long list of examples where this technology has raised serious concerns. So, what is needed before we trust government to use these tools when making decisions that affect us? Lyria Bennett Moses argues that what we need isn’t more ‘ethical AI’ statements or even technological improvements - instead it’s about legal constraints built into legislation, protection for privacy and autonomy, detailed standards that explain ‘how’ to get it right, and engagement with an educated citizenry.
Lyria is Director of the Allens Hub for Technology, Law and Innovation and a Professor and Associate Dean (Research) in the Faculty of Law and Justice at UNSW Sydney. She is also co-lead of the Law and Policy theme in the Cyber Security Cooperative Research Centre and Faculty lead in the UNSW Institute for Cyber Security. Lyria's research explores issues around the relationship between technology and law, including the types of legal issues that arise as technology changes, how these issues are addressed in Australia and other jurisdictions, and the problems of treating “technology” as an object of regulation. Recently, she has been working on legal and policy issues associated with the use of artificial intelligence (with a book co-authored with Dr Michael Guihot and published by LexisNexis on Artificial Intelligence, Robots and the Law and ongoing work on standards through Standards Australia and IEEE), the appropriate legal framework for enhancing cyber security (through the Cyber Security Cooperative Research Centre), and oversight for law enforcement intelligence.     3:06 yes, in fact, its not the AI we should be scared of, but the people in AUTHORITY who listen to the recommendations of this algorithm, without even questioning how it arrived at that conclusion. There are too many cases to work with and hence the laziness of algo-verification.

    in about 11 minutes of your talk, you mentioned about laws. if you think about it, laws can't quite catch up to slow developing tech like the metaverse. By the time they restrict AI with the 1st approved law, AI will have evolved to be almost unrecognizable. Even to the point the law MAY NO LONGER apply to that year. Clearly you're unaware why politics is irrelevant to the speed of AI. Ironically, I love how your talk made me realize a few things myself.

    I think we are missing the point here - we need closed loop processes to drive any operation, self correcting, advisory tools as part of the WORKFLOW!

    Historical data 4:17 isn't even close to 90% accurate in predicting the future. The AI researchers who designed that algorithm may have overlooked at the "gamblers fallacy", which is a backwards way of relying on the past to predict what's gonna happen tomorrow.

    12:35 unfortunately, code being "released transparently" doesn't mean that the algorithm will allow changes in its codebase. Plus, no one has attention span to pay EVEN a closer look on reviewing the code. I've designed a video to test our attention span. It’s sooo boring that the higher we score, the lesser damage done to us by the algorithm in the apps we use. Try this; comment the time you quit watching and let's see the results.

    Hmmmm. Yea, some municipal duties are automated now, provincial and federal, too. Some crews like Civic and perhaps private snow removal crews when snow levels reach a set depth. There's lots more in the Ifrastucture lying underneath our roads, forests, and power. It's crawling through for our safety, they say. Right below our feet. They've been crawling and updating well over 2 decades now. Here on Canada's Western shores anyways.

Всъщност...,ако срвним един компютър с една държава...,където всяка институция, Министерство, администрация, училища, болници, полиция, пожарни...хора са програми! Което означава, че тяхната оптимизация, зависи от приоритетите на всяка една програма.... Проблема идва от реалността, и за какво точно се използват алгоритмите от всички... Алгоритмите и програмите не са изкуствен интелект... Защото те не решават...,а реагират на реакциите на хората.... Това влияние пряко на маркитинга, на формата и съдържанието на медиите и социалните мрежи, икономиката, развитието............... Затова основната храна на тези програми е активността и начина на употреба на устройствата и тяхната поддръжка.... И се разпознават лесно...защото не изпитват съпричастност... Освен към устройства може би... Доверието е свързано пряко с човечност, свободна воля, откровеност, тайна, обвързаност,....... Затова изкуственият интелект, би трябвало да наблюдава всичко това и да се учи...да мисли, тоест да предвижда дадени обстоятелства, да дава различни и практични, прости решения и вариант, съобразено с времето, възрастта, нуждата, средствата, ресурсите................. Но това пак е една "супер" програма обединяваща всичко приложение, програми, алгоритми, сензори, мета информация, дигитална действителност...... Тази технология би била полезна за всеки един човек, но като негов аватар, личен асистент, двойки............ Което би изритзло човечеството в действителен прогрес....... Млад режисьор...казва на компютъра си да му зареди стила на Тарантино..... На всяка секунда от филма, човека знае коя камера къде да сложи, какво ще заснема, какви филтри, ефекти............ Който филм бива заснет във виртуална, публично, свободно достъпа за всеки от всяка една точка на Земята..................... Ето това е реална полза и приложимо, възможно....... Трябва ли за да си аниматор...да създадеш, различните, анимационни герои, сцени, сюжети..... Да се рисуват, пишат.... Или просто да се обяснят с думи!? Колко работа,време, разходи... Биха се спестили... Дали няма да сме по...продуктивни в това което найстина сме добри и имаме желание да правим!? Но най-ценнен в случая е...
