Should Malaysia’s Bumiputera policy be scrapped?

Half a million people are expected to take to the streets of Kuala Lumpur. Malaysia's biggest opposition party, UMNO, is organising a rally in protest against a UN convention the government has considered ratifying. It's known as ICERD, or the International Convention on the Elimination of All Forms of Racial Discrimination. Malaysia is one of only 14 nations that have not ratified. That’s because in 1969, economic disparity led to deadly riots between ethnic Malays and Chinese. In response, the government introduced what it called the New Economic Policy. It gave preferential treatment to ethnic Malays, known as Bumiputera, and is a source of ethnic tensions today. After the Chinese-led Democratic Action Party entered government earlier this year, there was talk of introducing full equality. But standing in its way, is the Malay-dominated party which led the country for almost six decades - UMNO.

    The Malays in Malaysia demonstrate remarkable tolerance towards other races. This was evident when the Federation of Malaya gained independence from the British in 1957, as the Malay community welcomed immigrants from China and India to share the country. However, this inclusivity was balanced with special privileges for Malay residents, which were agreed upon and intended to be upheld as long as supported by the Malay population. This arrangement does not infringe upon human rights; rather, it represents a mutually agreed-upon pact. The fairness of this agreement is underscored by the fact that the British granted independence to Malaya in 1957. Therefore, allegations of the Malays being a racist nation or claims of racial discrimination in Malaysia should cease. Instead, recognize the fortunate opportunity your grandparents had in being granted the privilege to reside in this blessed land indefinitely.

    Singapore Malays never needed bumiputra to survive. They are now prospering in Singapore and not demanding a crutch. So the concept of bumiputra is it more of an excuse or discrimination than it is actually necessary? I would support a NEED-BASED assistance scheme to All poor for all races instead of Malays only. Malays should feel ashamed to have bumiputra continue because it shows their INABILITY to survive without it or their INFERIORITY compared to other races. 61 years proved this scheme cripples the Malays rather than teach them how to fish. The millions of non Malays are too foolish not to unite and fight this social injustice. In short, bumiputra seems to be a political scheme to win the majority votes at the expense of making the Malays dependent on the crutch and delaying economic growth for Malaysia. Politicians have proven very evil. They bankrupted the country. They steal money. Who knows what other evil they have done? Murder? Real Muslim would not lie or steal or kill

    Seriously I think you don't much about Malaysia. People like you only see things from your own thinking. They are many different talented people other than Lee chong wei. People like Dr. Nor Hisyam Abdullah (doctor) , Nicole Anne David ( squash) , Sazali ( body building) and also Jefrey Ong ( swimming) is all world class and talented people from Malaysia. Of course you need to be qualified to migrate to certain countries. But that doesn't prove that you are more talented than the person that stay in Malaysia. A simple kite maker could be more talented than a doctor , scientists, lawyers and so on in overseas. You can think that they are much more talented than those who don't migrate but they are all losers like your self.

    The NEP in fact was the brainchild of Najib Razak's father Tun Abdul Razak who implemented in 1970 and it took into effect in 1971.Already Tun Abdul Razak may have conceived this idea in the 1960s but it was the 13 May tragedy of 1969 and its aftermath that hastened the birth of the NEP and henceforth the implementation of race based affirmative policies that benefited only the dominant race that is the Bumiputras. Should we continue with race based affirmative policies or do away with it? Yes there are already opposition from Malay NGOs and Islamic NGOs on whether the goverment should rectify the ICERD which is to end racial discrimination and inequality.

    I just want Borneo out from Malaysia. Peninsula do nothing for Borneo except taking advantage on the source and income of Borneo. Until today, Borneo is still far behind Peninsula in term of infrastructure and education. I was working as a teacher in some school in Borneo, those school dont even have wall. The ministry of education do nothing about it. School in peninsula all full of new technologies. Shame on you Malaysian government! Shame on your Prime Minister!

    lokman disgrace malaysia haha. i'm chinese and a huge admirer of Lee kuan Yew and singapore's policy of meritocracy. but at the same time i understand the malay's point of view that the see us chinese and indians as descendants of immigrants. What i would think is best is for the bumiputera policy to be kept, but reformed to be more economically efficient. There's no doubt the policy has been really effective in wealth re-distribution to the malays but some of the policies actually hinders growth and causes brain drain.

    Nowhere in Malaysia’s constitution will you find any reference to “Malay rights”. Article 153 mentions “the special position of the Malays”. The main purpose for including Article 153 in the Constitution was to rectify the perceived weakness of the Malay community in the economic field, the public service and the problem of Malay poverty at the time of Independence. (Tun Mohamed Suffian bin Hashim, “An Introduction to the Constitution of Malaysia”, KL 1972:245) The first clause of Article 153 states: “It shall be the responsibility of the Yang di-Pertuan Agong to safeguard the special position of the Malays and natives of any of the States of Sabah and Sarawak and the legitimate interests of other communities in accordance with the provisions of this Article.” The second clause of Article 153 stipulates that the Yang di-Pertuan Agong shall ensure the reservation for Malays and since 1963, for natives of Borneo “of such proportion as he may deem reasonable of positions in the public service…and of scholarships, exhibitions and other similar educational or training privileges or special facilities given or accorded by the Federal Government and…any permit or licence for the operation of any trade or business is required by federal law…” Clause 4 expressly states that: “In exercising his functions under this Constitution and federal law…the Yang di-Pertuan Agong shall not deprive any person of any public office held by him or of the continuance of any scholarship, exhibition or other educational or training privileges or special facilities enjoyed by him.” The Abused “Quota System” As a result of the pogrom of May 13, 1969, the country was presented with a fait accompli by the new ruling class in UMNO who were keen to propagate their “bumiputraist” ideology as a convenient populist ploy. Again, you will not see any mention of “bumiputera” in the Malaysian constitution. Thus, in early 1971 the Constitution (Amendment) Act was passed adding a new clause (No. 8A) to Article 153: “…where in any university, college and other educational institution providing education after Malaysian Certificate of Education or its equivalent, the number of places offered by the authority responsible for the management of the university, college or such educational institution to candidates for any course or study is less than the number of candidates qualified for such places, it shall be lawful for the Yang di-Pertuan Agong by virtue of this Article to give such directions to the authority as may be required to ensure the reservation of such proportion of such places for Malays and natives of any of the States of Sabah and Sarawak as the yang di-Pertuan Agong may deem reasonable; and the authority shall duly comply with the directions.” This is the “quota system” we have lived with for the last forty years or so and which has created so much acrimony for that length of time. Strictly speaking, if we were to go by UMNO’s “social contract” at Independence in 1957, that “social contract” certainly does not include Clause 8A of Article 153. And if we scrutinize this clause more closely, we will see that it is definitely not a carte blanche for the blatant racial discrimination as is the case of enrolment at institutions such as UiTM.

    At this day and age Malaysia is still such an apartheid country. This racial quota and discrimination can only undermined those Malay who are actually qualified. That’s why the minorities will never see a Malay surgeon because we all know his medical qualifications are not based on merit but his religion and race got them there.     I refuse to believe that 1 race is superior to another. There should be only 1 race, the human race. Malaysia is a racist country because of its constitution. Affirmative action is ok. However, it is being done for too long. May 13 was a tragedy. Reading up on the event, we realise that its cause was because of an economic divide between Malays and chinese. The problem was, there were also rich malays. Instead of looking at race, the government should have looked at the economic divide between economic groups (B40, M40, T20). They SHOULD have helped the 80% instead of Malays. This would have helped EVERYONE. Thank god the new PH stopped the 1 Malaysia programme because it is just another propaganda by UMNO. Islam is the national religion, Malay is the national language, and finally they even have special rights. Why are Malays so SELFISH? We only have citizenship. What is the point of citizenship when even a PR from USA gives me better rights?

    @@JoJo-wv2sw No government is perfect, if you think PH can live up to what its can deliver then better you walked away from Malaysia politics...many people tells stories about how bad UMNO is and how good PH is but the things is no party are neither good nor bad it's all depend on the people inside it that make them good or bad. If UMNO is so bad then we would never have peace we have today, Malaysia is away from war zone and we don't have mass rally and killing like in the US... so I'm grateful to UMNO for that but in regard of the corruption scandals, yes it must be settled by the court... despite that I still thanks UMNO for their hard work all this year.. and don't called Malays the racist one... unlike many Asian countries Malays in this country welcomed everyone to live in Malaysia as long their respect each other... now look a book cover even insulting our coat of arms... so my question are any country in this world would let this insulting happen to their country?

    @@themann9801 I never said PH is great. I am just glad they removed the 1 Malaysia slogan because it is false. Just take a look at our IC. You have india and Cina in it showing your bangsa. This shouldn't happen if we were truly 1 Malaysia. Also, you can't have rallies in Malaysia depicting racial unfairness because of Mahathir's sedition act. You have free speech but it is heavily guarded. Every country has its problems. But this is where I was born in. I want equality. If you don't have equal rights now, you would have anarchy(USA). We can learn from them, when Malaysia manages to bring equality for all races, people will seek reparations. I am against reparations but the majority of people will fight for it(BLM protests). I would hate it if this would happen here.

The Chinese in South East Asia didn't get to decide on the political entities controlling mainland China. Hokkien and Cantonese arent even mutually intelligible with Mandarin. Please Tell me your educated enough to know the difference between politics and ethnicity and that countries aren't just ethnicities.
