Shadow Empire Tips: Profiles & Regime Feats

Profiles are the backbone of your regime, representing their attitude and approach to the way they govern, industrialise and conquer. This is an "over-explaination" style tutorial intended to stimulate some thought on what all those Regime Feats can do for your empire.
This video doesn't go into detail on the mechanics of how these Profiles are built and generated (DasTactic has done a great video on that already • Video ) but instead I go through each Regime Feat in turn, discuss how I like to build my empire in which situations, theory-craft on some of the builds I don't use so much, and generally get into the weeds of this deep and complex system.
The Profile system in Shadow Empire is one of the most incredible pieces of game design I've ever come across, and one of the cornerstones of the game. It is deep, nuanced, meaningful and rather nicely balanced to ensure that each playthrough is different.

    These SE strategy videos are so good. I have well over 1K hours in this game and love learning new things I hadn’t considered. I’m pretty sure I’ve watched all of them at least twice.

    I always find early game balancing the budget to be really hard, never really known how to sort it all out. I do love Commerce early on and just reaping the rewards of a thriving private sector so I don't need to handle the people myself. But getting new ones set up in new zones is rough!

    A big plus of Democracy is that you have so many PPs that you can burn them each turn on Cabinet Retreats, Governor Conventions and maybe even a Grand Convention (a little underpowered for the PP cost) and Wargames. All of these increase the XP of Leaders and how much they like you, so after a few dozen turns, they get high skills and have good relations, even if they disagree with you. The limit is that poor leaders get poor base attributes and are capped by those. I consider Mind -> Logical Thought -> Rush to be the overall best Posture. 130 AP instead of 100 is HUGE and -20% defence is a small debuff, compared to other Postures. More AP is more hexes movement, better ability to encircle AND Subunits retreat when their AP run out, so you can win battles by sheer endurance. Fluid Defence is fairly good on blocker Infantry too. I'm not sure what "Mechanized" forces are. APCs? Tanks? Buggies? Trucks? Anything that isn't leg Infantry? If a Mechanized/Motorized gets a Stratagem for "Mechanized Forces", does it count for the whole Unit, or just the Transports? I agree that a beginner should more or less ignore Government Profile. He'll get something nice no matter what and min-maxing profiles isn't necessary. I don't like that you have to keep a profile up for many turns to get a feat. This forces people to min-max and switch profiles. I think that having a small base chance to get a feat regardless, or a chance to get a feat if the profile is 10 points above what it would normally take to get a feat (so 50 points in a profile unlocks the first feat, 60 points the second, etc, regardless if it was the highest profile for a few rounds) would improve the game. And Wow, how do you even have 1M Workers, 50 Zones and basically empty stockpiles of everything?

    Autocracy is nice if stability matters more to you then lives. Having your troops gun down striking workers to keep everything in order until the QOL can be established is good. As is executing dissident officers who don't care for you.

    Autocracy has the assasination of leader stratagem. Much cheaper and easier than early retirement. No need to promise them a better job or anything. You have an unhappy leader one turn, next turn no leader. Also, autocracy doesn't care about fear. Fear is a great tool to deal with unrest. Autocracy definitely has its perks. I still love meritocracy for its amazing card of "recruit talent", which assures you you get a cap 3 at least, and seeing democracy with its PP production I remembered it was great as well! They all fit different play styles for sure! :)

    Oh! And let's not forget that it you get meritocracy high enough, you get to print free money, and food! 2 credits per 1000 pop is just INSANE, and 1 food per 1000 is a big boost as well!!

    I think for goverment the industry bonus applies to 3 things (industry, heavy industry, and high tech industry.) Also im even less sure but i think the bonus's stack so ur not going from 30% to 40% but getting an additional 40% so a toal of 70 percent.

    It does stack! Just like the BP production, or research bonus with Mind! Profiles are very cool and add a lot of variety!

    Unless I've missed something huge, Unit Feats cannot be assigned. They are randomly generated/assigned to units. They aren't cards, which means you cannot assign Firing Squads, Bunker Busters, etc. They simply start getting randomly distributed once that level of profile is active.

    This was a great video and appreciate the comments section here too. I’d like to better understand the ‘penalties’ associated with switching attributes, as well as maybe hear some discussion in the future on ‘hedging bets’. For the former - Does the game auto scrap cards you earned? (Or am I seeing cards auto scrap because I have too many?). For the latter - I wonder if there are any good combos to keep around 40 (or even 50 with a lot of effort) each to get those first couple of levels. You cannot lose something gained at 50 unless you drop below 40. Lastly - I don’t think I heard it mentioned, but Recruit Civilians in Democracy is really good for large empires because Civilians tend to make good Governors. Thanks again Ben - I think I may actually consider playing something other than Meritocracy/Commerce/Mind in future games :)

    Thanks jrherita, much appreciated! It's not trivial to keep up all three in a group but you can do it. Rather than just racing way up one now, I'm trying to get a balance of what I need. The bonuses for each are big to make the choices meaningful, and there are really big bonuses deeper down a line but then you're missing some other aspect you might want to boost. The way the game flows will dictate what you can attempt, to some extent, but you can also eat some leader relation penalties if you want to force them to accept your micromanaging your empire!

    Interesting. I sometimes remember to do that, but usually I only notice if there's a conflict there if there's some kind of problem with leader attitude later!

    I think that Democracy's huge percentage increase to Political Points (especially so early) is just totally OP and unfortunately makes the Democracy/Autocracy/Meritocracy choice a lot less interesting. It's so powerful (and not even Democracy's only great feature, the QOL boost is huge too as mentioned) that the other two governance style lines have to immediately justify themselves against that single bonus to even be worth considering. Autocracy's lack of passive bonuses to me means you'll have less Political Points but more desperately need Political Points to execute any of your Autocratic abilities which are mostly cards. Additionally as an Autocrat your solution to unrest, and how you get more Autocratic points is to KILL YOUR OWN population, whereas Democracies just bribe them with money which the happy population will then make more of (populations also make more.... population); so there is a burning your own seed aspect to it. I hope Autocracy gets some love because it could add a lot of flavor to the game/multiplayer-just any reasonable passive bonus would make it more viable in my view. If anything, Autocracy should actually get the Political Point bonus (but a smaller one) to reflect a small but active state apparatus in contrast to Democracy which gets a QOL bonus to show a contented but less coordinated state.

    Remember that you can balance the different Profiles so it's not a case of either/or. And Democracy give you awful leaders so I prefer Meritocracy first, then Democracy later as it's a lot easier to keep up in the mid to late game. Autocracy might kill population but it does have cards to increase it too. I still think it's the weaker choice but I need to try it in a game again, as it's been a long time since I did.

    Autocracy can be a transient profile to help you stabilise the public and government before moving on to something a little better.

    @@battlemode Agree it's not a case of either/or at a low level (you can balance all three profiles at lvl 1 and 2) but going for mid-level or higher profile bonuses of any row makes it pretty likely you will not be able to sustain the low level opposing profile bonuses. So advancing far up the Democracy row is always viable for this reason (and what people do 90% of the time), but advancing far up Autocracy & Merit IS a decision to basically forgo executing ~1/3rd of the strategem cards you could have due to less Political Points. That's just an enormous trade-off. I know Vic is still thinking of ways to buff Autocracy a bit more so hopefully these ideas keep floating around and be discussed! I think a nerf to Democracy level 1 bonus should be part of the discussion.
