At my job they were stealing checks left and right, then they left when the contract ended..they had to backtrack to find their behinds.

Integrity is none existent in these people. As a lead server tech for a branch of the SSA, I had access to tons of PHI and PII. I even had access after hours installing virtual servers and software updates in one local and 3 large remote regions of the state. Before a lot of the information went digital, it existed on paper files and folders. Not once did I have an urge to take advantage of the situation, I felt honored that I was trusted to be around so much personal information, without surveillance. No amount of potential money was worth losing that...I guess you have to have integrity to feel that way.
