Underworld ppl are normal ppl living normal life. They don't live underground like I used to think in my childhood! Only difference is that stay at safe houses to escape from police. Bombay underworld was like shown in this film. Notorious in 90s. Now their activities are under control. But it exists. Underworld exists in most countries. So, India is not different.
