I've ridden motorcycles all my life. I am currently 72. Few years ago a simple accident almost killed me, when a car forced me off road. I was traveling really slow? But when I laid down bike onto side road I discovered it was a thin layer green with rocks underneath. Both my prosthetic knees were tore open. So I switched to e-bikes. I ABSOLUTELY LOVE IT .. But I kept thinking, this is a fine line between an ebike and a motorcycle. Now I see that line disappearing. Ebike license ? Ebike registration Ebike insurance Etc. etc I hate to say this but more new regulation will require more police which will need more $$ which will require more regulations. Etc. etc. etc. I've seen this with drones. Same thing I'll keep riding until I can no longer afford it. Guess I should start shopping for walking shoes...will that be next. ??

As someone whom lives in NYC, I am not at all against PEV batteries being regulated. Its for safety. I dont live too far from a warehouse that housed a bunch of chinese PEV’s when one of them exploded and caused the rest to explode and it killed 2 people. I have escooters and they are all UL listed and thats the rule in NYC. Nobody said we cant have them, they regulate to keep the cheap and dangerous unregulated Chinese batteries out of the city.

These laws will not work well. That you battery has to apply to code has to be the problem of the seller or company which imports them. And charging in a box is a good idea but some batteries are build in. Damaged batteries shouldn’t be used. That’s common sense. Refurbishment doesn’t say anything about the quality. That you have to use a wall plug is a good advice as you can easily overload multi plugs. Simple solution for the dangers would be a mandatory fire alarm where you charge these devices. Even the best battery can be internally damaged without your knowledge and may burst into flames. This is simply an inevitable risk of these batteries no matter if we are talking about your cell phone or an eBike. Sodium batteries will eliminate these problems in the future anyway.

Six minutes in you mention NYC fire marshalls knocking on doors. I believe the UL certification is only required on new sales, not on existing bikes, so that scenario won’t happen there, SF sounds possibly different. No idea how they would enforce it though.

If they require all batteries now to be sold UL certified it will lock out many companies from doing business there for at least a year. Since hardly anythings made here anymore many battery certificationd come from the EC or Europes version of Underwriters Laboratory. And they didnt say they would accept the alternative. So now these companies will have to submit all their battles to UL and wait at least 6 months to a year for testing and the certification.

What are they going to do about the bikes that come from other countries, not just china but Korea viet nam phillipines and they do not get American made batteries. That is a billion dollar industry in foreign made e bikes. And lots of them say oh we are American made bikes which is a lie. I only know of one company that 100% made their bikes and parts here, they are now gone because they could not compete with the cheaper foreign bike makers. Their name was "Gen 3 e bikes." there are still some around and running just fine. Well made bikes but I am just wondering how this will work for all those foreign e bike makers when shipping to America now? Tell them they can't sell their bikes in Cali so the buy it in Florida and ship to Cali.? Hmmm just a thought I was having. Anyone idea? Oh one more thing, Why just UL? there are other companies doing the exact same thing so who is paying off who and making those sweet deals in politics and business? Lucky you UL got a few politicians in your pocket? lol. I agree we need safe bikes and batteries but realistically just more regulations and rules that will eventually end up costing us in long run. Companies will not eat the cost and UL as big as it is does not always get it right either. Sorry for the long comment. I love my e bike but this is getting out of hand in some ways just plain stupid. Peace.

I like ebikes. But your comparison to other types of accidents is invalid. Go ahead and complain about laws interfering in your lives. Who needs building codes to assure your home electrical won't burn you alive, or food and restaurant rules to protect you from being poisoned to death? I don't care if the guy in the next apartment dies from his mismanage eBattery, but please don't spread the fire thru my wall. Sorry, but if some new device is being sold that is bursting into flames, there will be a new law. And I'm sick of seeing powerful ebikes having all the benefits of a motorcycle on the road, while breaking every traffic law "because they are just a bicycle".(?)

I saw this coming as soon as I got my first Ebike using the $1000 voucher I got from the California e-bike incentive program. I honestly would not be surprised if California gave e-bikes away for free. Why? Because the next thing coming is required registration, license, etc. All with fees and penalties attached.
