Well, let me as someone who does understand explain it to you, as its not difficult. The are required by the rules they sign upto wear a badge with the photo of the individual on it who is selling the magazine, which from the video clearly isnt on display. They are also required to wear the tabard (Red Jacket with Big Issue Logo on it) and if asked they have to show the pitcjh slip which required to be stamped weekly if they are asked for it by someone of authourity such as police, council stat ect. and as its private land they need permission from the head office.
