Police Patrol stops at my Picnic Table to tell me this isn't my house; Lewiston, Idaho

Joe Storm (of www.cityoflewiston.org/content...) did not receive any caller complaint. He was on patrol at about 9:30am at the Pioneer Park: www.google.com/maps/place/Pio... when he saw me laying on my back on a picnic table with my shoes off. I probably laid there for about 20 minutes before he arrived to enforce this social norm. I'm not sure what law he could have cited me for? Vagrancy? I would have to see how they generalized that ordinance for the city. Would it stick in their courts? It's possible. There are plenty of boot-licking judges who got voted into their positions by homeless hating political groups.
What really gets me burned up (1:58) about Storms reasoning is that when given the opportunity to explain himself to me about the criminal activity that is a problem for this area, it sounds like a lie shaped towards my activity. He targeted me as his distaste for the public. He failed to bring up any past problems in the park that may have led up to his need to discipline me for having my shoes off in a public park.
I got news for you, Joe Storm, you are sucking off the government, burning gas money, using publicly funded resources, shaking people up and more on behalf of the backs of the tax payers. You suck from the government much harder than me, buddy!

    Well, I don't consider this a bad interaction. If someone called/reported Travis was sleeping or appeared passed out on a park bench, the officer is required to check the situation out. If the officer ignored it and Travis had had a heart attack, the PD could be sued.

    Obviously you've never heard of the blink police? I'm not sure what rocky been living under but yes there are statutes on how long you can keep your eyes closed. Especially towards the end of the month when the quotas are due. It has been proven that nefarious thoughts are generated while our eyes are closed so I'm glad this officer interaction took place last thing we need is someone like Travis having nefarious thoughts.

    Frank Potter What I think is going on here is an attempt to criminalize being homeless, a trend that is occurring in a few places. Rather than address the problem directly, they try to use these ordinances to keep them from sleeping on park benches or in public places. They just don’t care about the fact that they have no home to go to. So the police are probably instructed to look for anyone who might be homeless. That’s why you get the statements that it looked like your eyes were closed, and asking about the bare feet.

    I was homeless like 15 years ago. Completely rekt one night, passed out in a residential neighborhood by a public lake. Cop woke me up in the morning because someone reported a possible dead body. I was apologetic and forthright with info, and he was just happy I wasn’t dead and went on his way. Simple as that. It was a much needed restoration of faith in humanity at the time.

    I fell asleep while hanging out a ground level window at my sister's house in a nicer neighborhood of the Salem suburbs. I had a tough day the night before after receiving a medical procedure. I was laying my head on the window ceil and had done that during the night so that I could have a smoke with out having to fully dress and go outside and to not get smoke in the house... The old window comprise. Well after finishing up the smoke I obviously fell asleep while still partially out the window. I was inside my own home, no part of me was dangling out and the window was like 2feet off the ground. A neighbor called police at like 6am believing me to be a burglar or dead or something not good. I awoke terrified because it's a cop for 1, and hes talking so loud he was gonna and did wake up my whole family, and as I was at my sister's house would have pissed them all off at me for getting the cops called and they don't want me to smoke in the house, hence leaning out the window in the middle of the night. The cop understood the ridiculous nature of the neighbors calling 911 for a neighbor asleep in the house, and he was cool about it but he woke up my whole family and I was immediately bitched me at for something they never smelled, didn't bother them at the time I did it and hurt no one. But that neighbor that called must have a really sad and boring life. Who calls and emergency line over a guy alseep in his family's house

    A friend and I were at the state park in the spring at a pavilion with a fire going in the fireplace jamming acoustic guitars and singing. He had a beer and I had my medical mj oils. So a park ranger came by checking on the place and went along. A while later 2 different park rangers show up expecting to bust us saying they got a complaint about some homeless bums drinking and smoking pot. I show them my medical mj card and they didnt even bother looking at my oils setup which I offered to show them they said naaa. They let my friend off on the beer. At the time I had my truck up in another parking lot because that one was covered in snow. I told them where it was and they realized we weren't even close to homeless lol. Next time I will play some songs for them too. Breakin the law, Breakin the law ..............

    I love how the guys' eyes "looked closed" to the cop. One time I was pulled over at 2am, for absolutely no reason other than driving an old car at 2am. When I asked why I was stopped, he told me it "looked like my rear plate light wasn't working, or very dim." I got out after he left, and it was bright as the morning sun.

    A few months back I had officers walk up while I was sitting in my lounge chair snoozing at the park after a bbq and had them ask the same question "are you ok?" I just said "I sure am" with a smile, and told them I was snoozing with a full belly. I never had any reason to start being a prick with them. They apologized for disturbing me and I held up a beer and offered 'em one from the cooler. They politely refused and just smiled and walked off.

    This guy, whether he was a resident enjoying the day or a transient enjoying the day, was or had recently been asleep across the bench by his own words You can hear him yawn and deep stretch at the end. If the officer was being disrespectful, rude or aggressive then I’d see more of a problem Also just because something isn’t violating a law doesn’t mean that it isn’t violating a ordinance or lesser city code Community outreach and protecting the public interest is supposed to be part of an officers duty Anyone who wants to see a glorious utopia where the cops are always evil douchebags that are out to harass the innocent, where the public prefers minimal police interaction yet are furious when the police aren’t fast enough to arrive and where druggies, homeless and “free inhabitants” bring down the integrity of entire towns, I encourage you to visit parts of San Francisco, East Oakland, Eat Palo Alto, Santa Cruz, Central Sacramento and Berkeley You’ll love all the trash and drug paraphernalia in parts of these towns, all the people asleep on the sidewalk and all the tents in what used to be at least decent places to bring your family for the day. If this guy was homeless, there SHOULD be places ~in town~ that could attempt to assist him in life and get him back on his feet including temporary housing, job training and job placement assistance in addition to any counseling that a person MAY need if applicable, and if he isn’t homeless then he has no reason to be an asshole to the officer in the first place. Just talk to him and get the situation sorted out real quick and move on Officer didn’t even ask for this guys ID (insanely common just to make sure the person isn’t wanted on any warrants or anything) officer just tried to see what was up with the (recently) sleeping ?transient? and trying to help keep the LC Valley from becoming the next Berkeley, CA or downtown San Francisco... or New Jersey... or Chicago I’ve been approached 2x in my life for suspicion. In New Jersey waiting for my friends uncle to move a piano, and once in Davis, CA for walking around my friends apartments parking lot for a looong time Both times police explained why they were there, I explained the situation and they set off on their way satisfied that I wasn’t(edit) casing the area Simple and civil. Life often is, even if we are tried to be shown the opposite

    Rick Leblanc I agree that that there are far too many examples of cops being assholes for no reason... are you saying that this is one of them though? Cause this one, like plenty of others didn’t give me the slightest feeling of that. I’ve encountered 2 jerk/asshole cops (different from my “suspicion” encounters) but I’ve also had numerous interactions with cops just doing their jobs (traffic stops, at events, etc) that were just decent people. Most cops aren’t cruel power-lording jerks out for a superiority fix. The ones that are need to be dealt with and I’ll always side against them, but what about this officer was so wrong? When did he give the man an attitude or restrain him?

    @SunShine Love, watch the video again, cop started 'nitpicking' to begin with and as he was leaving stopped to do it again and finally buggered off while saying 'don't do it again'.. If the guy recording wasn't filming the event, it would have gone in the cops favour without a doubt. With the above said, how does a cop get away with such a thing when he's got a body cam? Well, how does one know it's on or not, no indication from what I see of it being switched on at all. Time people woke up and fast at that.

    @@johnturner9924 Maybe, but I usually would approach an officer directly if 1. I couldn't communicate. 2. I couldn't call 911 for paramedics. 3. If I was obviously sick, shot, bleeding. But your point is valid as well. It's hard to assess the situation. Thanks for your reply. Have a good day!

    David McCarron the choice of who you call is based on your ability to make a choice. If your ability to make your own choice is removed by medical emergency, the only way someone would know that is by asking if you’re ok, unless you are flopping around on the ground.

    didn't see right at the beginning, but yes, it did look like the policeman was just doing a check to make sure nothing out of the norm was happening. the officer probably wasn't trying to be intrusive, but if the man was dead, or passed out, then the policeman would have done things a lot different.

    @j t first of all before you cite laws, learn how to spell your words and second the Officer spoke to him in a kind way for less than 4 minutes. What is wrong with that? Do you know how stressful being a cop can be? Then you have ass holes who want to talk shit to you, when your just making sure he's not dead or passed out on dope. This cop absolutely deserves his title as an Officer by what I just saw, you people have the foresight and intelligence of infants.

    I'm a big fan, Travis! My reality was that I was once a heavy traveler before I found Texas. I was a poor traveler, so you know we traveled differently. Some police are mad about your freedom. I used to hear it in their conversations, asking me why I had some many different IDs from different states.

    There are many people who are addicted to chemicals in this area. It's especially interesting for this area because it's on the border with Clarkston, Washington, which has 3 marijuana dispensaries. One side of the bridge accepts weed, while the other will put a bullet in you over weed.
