Police Harassment: Weiser, Idaho; Question Mirroring; Police Dog used

I WAS NOT LOOKING IN ANY CARS! THIS COP WAS LYING AT THE START!
I saw that little old lady watching me as the cop drove by and stopped. She had a keen interest in my sitting in my car, while parked at the library. There wasn't much I could do but deal with the harrassment.
I have been to many libraries and it's rare to get someone calling the cops on me at 12 noon on a Sunday. But it happens in Weiser. There is an apartment complex behind the library, which is a residence and a very dangerous spot to be in as a stranger in town.
If you are a stranger in town, never park near any residences. You want to park as close to businesses or public buildings as possible. Otherwise, the residents will become concerned for their safety.
I did not look into any vehicles. I think the cop was lying about that and just accusing me of something that he was doing with my car at the time.
At the end of the video, they did use a police dog that circled my car 3 times. There was a 15 minute time gap between the cop ending the harassment and the dog being used.
I didn't really answer many of his questions. That could be why he decided to use the dog, when he realized that I didn't answer whether I had drugs in my car or not.

    I find myself applauding this officer for not illegally arresting you. It's so sad that our first response to mild police harassment is "At least they didn't do anything even more illegal!" I hope someday police training and societal expectations make harassment by the police less of an everyday occurrence

    +Jason Aguirre Cops are trained to be overbearing in their approach. They are not like Walmart employees, who are trying to sell themselves. A cops job is to sell the victim (me) out instead. It's not like I made any threats or pulled a knife on the guy. Have fun singing like a canary for the cops.

But I also have some really good friends on there that will just about do anything to make someone somewhere smile. But giving them a hard time and getting arrested so that they look like the assholes just makes me feel sick of humanity. But anywho I hope that you are safe and enduring these hardships lately.     also, making up charges? how could you be arrested for making up charges if the dog never sniffed anything so therefore no charges could be filed in the first place? he could have left before the dog came the officer even said, this guy does anything to piss the cops off he has tons of videos doing this daily

    i would agree that this was a reasonable investigation of some thing reported to be out of the ordinary. it can be harassment when the officer brought up the question of narcotics. that had nothing to do with the report he was investigating. it was further exacerbated by inappropriately bringing in a k-9 sniff when no crime was committed. The general rule regarding drug dog sniffs was laid out in the Supreme Court case of Illinois v. Caballes. Even though law enforcement officers can have a drug dog sniff a vehicle at a traffic stop, this does not give officers free reign. Instead, they must follow certain rules. For example, the reason for the initial traffic stop must still be based on the officer’s reasonable suspicion that you are committing a crime. there was no traffic stop and the officer was satisfied on his investigation that no crime was committed or being committed. in a small town such as this one where every one knows just about every one and there daily routines, it can become common place to profile visitors to there town. i learned decades ago that when visiting or traveling through a small town to not draw attention to oneself. and never ever go even 1 MPH over the speed limit. a small fine becomes generated revenue for a town living on a fixed capital income. thank some of you for your comments. i will make sure not to stop in your town and spend money.

    Sierra Shaver , do you realize that every time (actually 90%) of the time your dad uses his dog on a vehicle, the dog does damage to it. scratch on paint, rip in seat etc....now also understand that the courts have determined that a defendant cannot cross examine the dog.and no, I am not expecting fido to answer by barking one for yes two for no. I am saying, if I put a doctor on the stand he is open to be questioned as to his credibility, credentials, process, and success rate. only way to determine if said doctor is not just fit. but capable of making a sound decision or statement as to his field. but the dog .....nope. should a defendant not have the right to question the success rate of the dog under working conditions in the field? how about if the dog has a tendency to scratch most cars? how about what is the percentage of times the dog "hits" positive on a walk around? how about what is the percentage of "hits" that are out of view. or obscured in the dash cam? if your dad was a professional, and had respect for the public, not one time would his dog scratch a car, the dog would not "hit on over 90% of cars, they would find something more than 15% of positive "hits". but most telling. and sadly most corrupt, is that your dad and his buddies don't want, and in fact demand that we the public domain not get to know exactly how good he is at his job. why? maybe you need to think about this. why not let us know? the only reason people try to hide things is ......what they are doing is wrong, or they are ashamed. what is your dad? I bet he is proud, as was my father (retired buffalo cop).

    It is a complicated situation. back in the day one could be cool with cops. that was when their motto was "to protect and serve." now days they are militarized, with the goal of imprisoning citizens. Talking to a cop friendly is often taken as disrespectful. The best thing is to avoid them.

You claim that you weren't looking in cars but in the video you clearly admitted to the officer that you were...twice! Why was it so difficult for you to be civil? And why did you feel the need to act so immature? Because within 10 seconds he's asking if Travis has narcotics in his car. If Travis had said no he would have asked if Travis minded him checking and used that denial against him with further questions or request to check. Having absolutely no reasonable, articulable, suspicion Travis had committed a crime, was committing a crime, or was about to commit a crime any questions about criminal behavior is the definition of harassment. Of course the Officer doesn't have to tell you their RAS but can't just investigate nothing. They really can't.

    Justin Williamson Complainers will lie over half the time. Cops will further lie and stretch the law. The judge will ignore legal debates and decide on who is more "credible" which is usually the cop, unless you get a lawyer. My other "Travis Heinze" is all about cops. I separated cop stuff because just want to watch those problems.

    I really hope you do not need the assistance from one of these police officer;s..Just say for example, if someone shot you and one of these officer's responded and you say, I think Iv been shot and the officer will say, I know I anit been shot....and you say, I need a ambulance and the officer will say, i dont need a ambulance..Tit for tat for guy's like you..This officer was not accusing you of anything, he was asking a question and you had to act like a smart ass..

There is no law that states that a citizen has to aid in an investigation that is only being conducted to try and find something "illegal" to arrest him for, which is exactly what this questioning was all about. Once the cop determined that, he should've gone, because, as you yourself say, they have "better more experienced assholes" to deal with. Hopefully the assholes to whom you refer are *actual* law-breakers, as opposed to Mr. Heinze who was doing nothing wrong, which is why I say, and now reiterate, that you are one twisted cop boot-licker.     The cop can walk away at any time. If he tried to stop me while I was walking I would not have stopped walking then. But he approached me in my parked car instead, which is not easy to walk away from.

    Let's run the "trained" dog around the car about 85 times until he gets tired, takes a break, sits and - OOPs - an "alert". Have we ever seen the tricks a "trained" dog can do? I once had a dog I had trained to stay, sit and come, from a distance of 30', using subtle hand signals. How about those horses in the old vaudeville shows that could count? Nobody could ever figure out how the trainer signaled the horse. If you get an honest cop you might be OK. It is great that we live in a country in which we are, "Innocent until proven guilty". But the system is biased: cops are promoted by the number of arrests they make; prosecutors and judges get re-elected by the number of "bad" people they put in jail. How can you trust a system like that. Add to that the cops can "legally" lie. This might have some merit when working "undercover" but is a crime against humanity when used at a traffic violation.

    I was born and raised here & I will agree with you Travis... Ok if you were looking into cars U probably shouldn't of been doing that & the Apartment complex by the library is full of GOSSIP people ... it is for elderly people and since they have nothing really going on for them they or bored and worried... explainable but no need to always cause some stir in Weiser... Most of the WEISER cops don't do their job right... But hey they have a badge and can get away with it until people like you call em out... And for all the comment just because he has plates from WASHINGTON he has drugs??? Or what was the reason for the police officer to wanna bring the k9..?? the library has free wifi maybe Travis was using it like other people do... I get the walking around the cars was sketchy but everything else he was doing was LEGAL..!! he wasn't driving and it wasn't a traffic stop so why did the officer have the right to keep asking for things...?? I don't know this cop personally but NOW days GOOD cops are hard to come by... I know my RIGHTS and I am an AMERICAN CITIZEN that don't mean to much now days but I will always fight for whats right...!! Glad u recorded it... How stupid would the video have looked if I just sat there explaining how he was lying and that I wasn't looking inside cars?
