He has more than one signed card. Remember he had Brooke sign, but then he actually created the final design, not her. He switched the deck completely around 16:20 for nothing but almost entirely signed cards displayed face down for Penn to choose from. The disorganized presentation of the deck is to "prove" it's random when he's specifically choosing certain cards to be face up. It's a deck switch happening throughout the routine, I think he's systematically stacking the deck with signed cards.
