The frequency of the billboards and the shutter frequency of the camera are out of sync hence the flickering. Its not really happening in real life.

its because the number of frames per second between the screens and the camera recording them are different, theres a cool video which shows it well, a helicopters flying but it looks like the rotor blades aren't moving because they're just slightly out of sync with the fps which makes them look completely still, youtube search: helicopter frame rate illusion
