I'm not sure anyone would really like to preserve just how questionable build quality used to be on some cars. Team Slot wheels were often a weakness - I have a Stratos whose wheels seemed to be formed by someone with an egg fixation. However, if you really did want to be able to revert to the original, you could take a cast of a wheel, make four new copies from which you could take the centres as inserts and add those to your Staffs wheels and new axles, bearings, and crown gear. That way you could retain the whole original rear axle assembly and swap it out as one piece whenever you want a smooth usable one and then swap back to the original if you want bigger cousin to your Hot Wheels cars. I'd probably change the pinion on the motor too just to be sure that it meshed properly with the crown gear and was properly shaped and centred too, but that's also a reversible change. Front axle location is a bit more tricky in terms of making something that could revert to original - especially with the weird side play restrictors. Maybe friction-fitting a piece of tube between the front axle supports to provide vertical location, rather than drilling out and adding bearings. It really does depend on whether you or anyone else in the future would really think there's extra value in a fully original, but unusable car over one that's been sympathetically and expertly upgraded to run as well as it looks.
Now,there’s the question! I would always make it run to its best capabilities and know that you can too. It’s fairly similar to the Fly car conundrum because the body is beautiful. I think that you could preserve the original parts and then use Slot. It replacement parts to tune and then if you wanted to sell it, you’ve still got the complete original.
I like my cars to run well, even if they stay on the shelf most of the time. So yes I'd do as you suggest, change wheels ,tyres, axle and gear but leave the body as it is.

Upgraden and enjoy the car.
That car needs to see some track time. Tune it up to full race specs and send around your track.
Give it some love and then you can continue to enjoy it and occasionally run it around your track for even more enjoyment. Have fun and good luck!
