This clip contains two segments from a three-part news story aired on WABC Eyewitness News in February 1989 (30 years ago) in which reporter Jim Dolan descends to the tunnels underneath Grand Central Station where homeless people have set up house to avoid detection by the police. One couple thrives in a space that’s almost inaccessible, while others have to contend with crack addicts who share their more accessible spaces. This clip contains Parts 2 & 3, which aired on Feb. 7-8, 1989.

Short answer: they're trained to. Not all journalism schools have a formal voice class as a requirement for graduation, but many do, and even if they don't a certain amount of coaching about speech and delivery is a part of the curriculum. This is done this because having a clear, consistent delivery makes the news easier to listen to and digest for a viewer. Most news anchors speak slightly slower than a normal cadence, fully annunciate every word, change tone throughout the sentence and have a fairly neutral, flat accent. That leads to a consistent "broadcaster voice." Contrast that to, say, an anchor who speaks in a fast monotone, runs words into each other, and has a thick Boston accent. Who would you rather listen to reading the news? The accent is the fascinating part. Broadcast speak is somewhat midwestern, partly because the big J-schools are all in the midwest, and partly because the midwestern accent is considered neutral and inoffensive throughout the country, which is important if you're going to be on a national broadcast.
