While I agree with your interpretation of his statement, I feel like he was instead referring to how the FBI chose to ‘deal’ with MLK. Wiretapping his phone, putting microphones in his hotels etc all under the guise of proving his collusion with communists when in fact they wanted to highlight his immorality. X is prolly saying that even though there is no rock-solid evidence that the FBI had him killed, the blame falls at least partially on them (“it almost doesn’t matter who finally gets it rolling downhill”).

They are in the context of this era. In fact, that was literally the polite and proper term to use back then. Dr. King literally uses it positively multiple times throughout this video. It was on the census from 1950 to 2010 (census is done every 10 years) apparently because many older black people still identified that way till it was announced in 2013 that going forward in order to avoid offense they would remove it from the census. Black came about only in the last '60s.
