Minister K Shanmugam vs Facebook's Simon Milner [Select Committee on Deliberate Online Falsehoods]

Law and Home Affairs Minister K Shanmugam grilled a top Facebook representative for three hours during a parliamentary hearing on Thursday, March 22.
From the get-go, Shanmugam repeatedly directed pointed questions at Simon Milner, Facebook’s vice-president of public policy for Asia-Pacific.
This was after media reports in the past week revealed that the personal data of 50 million Facebook users were obtained by Cambridge Analytical, a data analysis and marketing company.

    No he tried to use a dictatorial approach and breach of privacy and irrelevant red herrings. The angmoh was spot on in his replies. They can silence Singaporeans and bully them but doing it to other people is laughable. It feels like they think they have a monopoly over the world.

    As a Malaysian, I can only dream that our minister/s will reply with such eloquence coupled with facts and proper reasoning. No such luck for us. The best you'll probably get, after a fit of kindergarten tantrum, is "If you're not happy, go back to your country of origin!" - and in broken English.

    Malaysian people majority will vote for someone who is of the same race than someone with a good track record. In Singapore, the voters will vote for someone with a good track record of if the candidate is new, vote for the party with a good track record.

    I'm a lawyer with over 15 years of practice and it seems to me that Facebook's representative was trying to steamroll Minister Shanmugham and derail his line of thought by agitating him. Mr. Shanmugham appeared well studied in the matter and handed it out to the representative with elan. Singapore - 1, Facebook - 0

    Facebook might have choose the wrong speaker for this meeting. Instead of making friends with the gov, they become enemy by making such bold statement with that tone towards the gov. They could make a better statement towards the gov and not end being hate by the people where it might become a crisis.     There is no direct relevance between US parliamentary hearings vs Singapore parliamentary hearings honestly. You can draw conclusions, but confronting it directly isn't a good way to start a conversation. It's actually very offensive to grill FB like that.

    @@rnegoro1 In SG what can u do, i'm sure the witnesses are very pissed off by the grilling. Their agenda is to maintain SG as market yet don't offend government. The staff of fb, twitter, google are sent to do just that. If govt want to block their website, they are also fine. Small pie lost. Conclusion is they will not take down posts. Sham lost here I felt, looking at the final result now they are still operating freely in Singapore.

I have to say that personally i think PM LKY made the right choice. In the 90's i still remembered that i watched an advertisement in SG regarding about Fernleaf milk saying that they have 1mil cow same population as the Singaporean. Today SG have 5.45 mil which is already 1/6 of such a big Malaysia. Can imagine how much the economy growth in SG. Kudos!

    Lived 2 years in Singapore. It's a great country if you can live by rules. They are very strict and that's what make the country extremely clean, safe and great. And they take privacy very seriously. Even they are so close to drug dominant country, but it's a drug free place. And Singaporean in general are very smart and hardworking people. My current boss is a Singaporean and he is awesome.

    Does anyone have a link to the whole discussion? I'd like to know whether the arrogant white guy finally answered the 'irrelevant' questions from the ministers, and what his responses are. Mr. Shanmugam was aboslutely correct in his reasoning here - we have to know how FB responded to inquiries made by other sovereign governments, if they ever responded at all. It shows how much FB is willing to go to cooperate with and be regulated by governments. And as Mr. Shanmugam said - it seems FB prefers to police itself the way it sees fit, rather than be subjected to government regulations.

He wants Milner to listen to him but when Milner wants to reply, he shuts him down. Now I know Facebook has a huge security breach but the word "Regulation" that Shanmugam used to me isn't right and extremely pushy. Facebook is Facebook. It's an OPEN platform where everyone can share whatever that's within the guidelines of the company's policy and if people are unhappy with the content, you can report and block the post but calling for a nation by nation regulation is just plain stupid and shows just how much monopolization and god damn downright cheap our government can be.     Perhaps, in the event where there is not a legal obligation (or some standing injunctions), it is not really in the interest of Facebook to retract or take-down false information as it will reduce the overall quantity of the contents to its diversed users. Though some may argue that there is the ideology of the freedom of expression, it would still be much better that such freedom is not derived at the expense of another. Linking this to the context of Singapore, it is actually in Singapore's interest (let's brush aside politics for a while), to ensure that false information do no harm (or minimum disruption) to the society. Minister Shanmugan's stance has been very clear, and is in accordance with his long-kept belief, that in brief, the Singapore legal system is also designed to protect the more vulnerable ones within society. In an ever more intertwined world, the misuse or misrepresentation of information can more or less so certainly and eventually, lead to the accumulation of misconceptions or skewed perspectives. Based on US track records, it is seen that false information has and have polarised the societies, be it for the better or worse; but considering the (unique) history of Singapore, it is still likely better to reduce the polarisation in Singapore rather than to feed it. (For Singapore is a country that requires stable social cores to function well) However, considering that each side has their own interests to be preserved or fought for, there bound to be some frictions when clashed head on. The Facebook representative could be just well doing his job, and he could have been less confrontational.

    If you watched the whole hearing, not just this short snippet, you'd see that Milner actually makes very good and earnest points. Shanmugam, understandably, is trying to apply pressure to force a slip up by Milner to admit guilt and to cast doubt on his current & previous testament. Clearly his training in litigation. He demanded "yes/no" responses to questions that were clearly very, very nuanced. Basically either a "yes" or "no" by Milner would have been detrimental to Milner's cause, since the situation was not as simple as a "yes/no". I have a tendency to side with Shanmugam, but after 3 hours of this non stop? Milner did a fantastic job in defending his own, and is on par or arguably better than Shanmugam. Even Shanmugam conceded that several times.

    Yes. There is no doubt Milner had put up a very good defense to the questions posed by Shanmugan. Yes there are indeed nuances involved; be it from a technical, personal, cultural, business or even political perspective. I believe most of us too had digested the rest of the online video materials available on this saga. However, it does not rule off the obligations and duties of FB and their partners, stated or otherwise; a giant global online social platform that profits billions of dollars off human data. Apart from the willing participation of its worldwide users who feverishly utilize their platform for trivial purposes, there are some that does so with other covert intents that may seek to disrupt the public order of the civilized world. Hence, based on past performances and illustrations of statements given on other occasion and venue, it is natural for people of authority to start off this hearing with due diligent knowledge of prior said factors, to remind large corporations and their minions, that they too, are subjected to public duty and scrutiny of the country which they choose to operate in. To put it bluntly, once a company, or individual, arrives to a certain size of influence, economic prowess, or other positions of power, please exercise appropriate CSR and apply good internal governance to the business in question. In this specific case, although different governments of different countries can have a separate agenda with FB in mind, the position of our government is to prevent FB's potential of allowing our society to fall apart through their presence. There are just too many examples of such in some parts of this world, where social media, especially FB, are utilized to overturn societies by arousing collective dissent through their platform. Just google the infamous Arab Springs. FB, along with their representatives and partners, are grilled on various related sessions, to allow everyone a glimpse of how global corporate oligarchies react on record. You do witness how Milner's seek to cautiously thread along the questions, where he was observed to be evading personal liabilities although he was called upon as a representative. This blurred sense of obligations happens when personal and corporate interests are not aligned, hence Milner's mention, on 'hindsight' several times during his statement. With that, although FB and partners are presented as private entities and not private individual, the stress to emphasis on their collective duty to the public is reinforced, not extinguished, although Milner may draw personal sympathies as a private individual from this hearing with our panel. Besides, they are still operating with no restrictions here. With that in mind, our judicial representatives reminded FB and partners, that they must not be operating without account to stakeholders anywhere, especially SG, as their platform has the unique ability to affect a larger sphere of theatrics in the world of politics, economy and social activities. For now, we can either view Shanmugam's performance as a political representation, or, an individual representing a nation, who serves to lead as a brute reminder to corporate globalist, that we are not your herds. I am no one's sheep but I applaud Shanmugan and the panel's effort to put questionable globalists' conduct in place. No government is perfect. No human is perfect. But the intent to guard and protect the SG people and the way of life here is pretty obvious. Please do not misplace your sympathies. It is only too tempting. I worry for our people's ability to discern and stay sovereign amidst all these tug of war emotional games that is getting out of hand. One can only imagine how messy SG will be when real upheaval happens on our land with our current mix of minds and hearts.

    @Charles Howe. They do. Pls watch Channel 5 for parliamentary debates. Both WP and PAP engage in constructive dialogue. I'm yet to find one instance where the ruling PAP was found wanting in answers.

    @ Ye Hang If you live in an imaginary utopia, then stay there in your own fool's paradise. We live in the real world!! I have not seen a more erudite, visionary and honest cabinet of ministers anywhere in the world, as I saw in SG. FYI I have lived in at least 4 countries for a period of 2 years or longer. UK and Canada while one could concede, they have proportional representation in the parliament with opposing views, the politics is so bitter and negative its only counterproductive. Democracy is not about popular debates that get TRPs for TV channels. Democracy is all about actual work on the ground for Citizenry. Show me one country that readily gives away an Ang-bao in the form of subsidized flats worth 100K S$ to every citizen. IF you can't be grateful and positive, at least step aside and stop making uninformed judgments.

    @Ye Heng, Congratulations on the 100K S$ Ang Bao. Thanks to Mr. LKY's vision. You might very well experienced Singapore politics closely compared to me. But then that is just an insider's perspective. I have lived in 4 different countries and an active follower of Politics both domestic and International. As a Singaporean, you might have demands from the Govt that are met or unmet and by all means raise them. But have a sense of proportion with what's happening in the rest of the world. For all your complaints and qualms you and I know you won't even move to Johor for crying out loud. Now coming to Parliamentary conduct and the specific speech you are referring to, this is not even newsworthy in rest of the world.
