Yes I thought Koch was the big bad wolf in the early years are we sure this is 1983?
This contradicts somewhat the account in "The Normal Heart" that Koch completely isolated himself from GMHC at the beginning of the epidemic. At least in terms of lip service (for whatever that's worth) he is clearly concerned here.
