Dig mate. It's a skill like any other that needs to be developed. But the vocal is out there and royalty free so can be used. Not trying to be a dick or gatekeep anything. The point is more of a teach a man to fish thing. If I say where it's from you can use it, but then how do you find the next one? I spend several hours a week searching for samples and so do other artists. I buy old vinyl off discogs. Stuff that hasn't been released on digital. I also search for more obscure sample packs outside of Splice and Loopcloud. And that's a hint. This is from a sample pack, but as far as I know you can't buy the individual samples on Splice or Loopcloud. Also, when looking on Splice and Loopcloud try to find things that are less obvious and use them in a unique way. A great example of that is the track Cloud by Gruuve which was a huge Deep House track and uses a pop/trap/rnb sample from Splice.

The thing with samplepacks (and one of the main reasons why I asked in the first place tbh) is that there is a vast amount of bs out there that is often times simply unusable just to grab the cash. But by the time you find out it's already too late because the refund policies for sample material are pretty much non existent.. Thanks a lot for the clarification though, I'll keep diggin'! Keep up the good material, always helps us noobies out a lot, thx a bunch ;)
