Can you show the video to your local animal control? They may ask Jose to surrender him as 1) he is too thin 2) can not keep him "in a safe secure place" or you wouldnt have found him in the desert. And probably more reasons. I found a pony once blind in one eye in the middle of the road in the middle of the night (that eye facing my direction) he didnt move. Went to area next day. Neighbors in area pointed out dirt field and that it did not have a water bucket (in Miami Fl) and that they seldom saw him fed or watered. In the end I was allowed to be responcible for him and found him a loving home.

We really would have liked to take him home with us, but the supposed owner showed up and took him.😢
