I believe three Taleju situated in their respective royal cities have their own royal kumaris. It isnt about one being supreme but yes Basantapur kumari gets all the attention and resources as compared to the rest of the kumaris as hanumandhoka was the royal seat of Shahs.

As long as she is inside the Kumari house she can touch the ground with her feet and for speaking to anyone there is certain period of time where devotees and visitors are allowed to interact.

Do u even have any knowledge about the tradition??
