    I do believe 1.5 is still prospecting with just a little bit of retargeting. because in theory should be 1.5 times so someone will see it 2 times someone 1 :)

    Sorry sometimes I'm lose with the words I use. It's not that it's not prospecting at all, it's that it's focused on bottom of funnel more than top of the funnel. As you point out, frequency is an average but if someone is seeing an ad twice in one day, and that's happening every day for a week, the ad isn't reaching anywhere near as many people as another ad, where the average frequency was closer to 1, i.e. most people seeing it once.
