Different games! I have a bit of a Touhou background and have completed a few on Lunatic (LolK or EoSD or UFO are probably the hardest I've done). I would say the difficulty is just different. In my experience, Terraria can be harder if you really mess with mods like I do. However, I think it takes a lot more effort and time to complete some Touhou Lunatic runs. Especially since Touhou is kind of an endurance challenge compared to Terraria, unless you count Boss Rush. Overall, it's hard to say which is more difficult, they are way more different than most people realize. Quite subjective.
