Notice how only the alligator deflated? It was weak enough to deflate, but tough enough that the bullet wouldn't go right through into the wading pool. Either that, or the wading pool is made out of concrete.

Given all that, the most probable explanation is that this is some sort of weird running joke / meme rather than anyone actually, literally believing he sounds anything like Captain Jack Sparrow. The SECOND most probable explanation is that he is just British and Muricans are too unfamiliar with the nuances of British accents to distinguish between them at all.
