When I called the PAP Town Council to complain that someone had been smoking in the lift, I was told the CCTV is for the police to investigate serious crime only. Therefore, nothing can be done by the Town Council. I was wondering, smoking in the lift is not a crime? So smoking in the lift is not breaking any law? Yeah, only PAP's laws are laws. Ha ha ha!

For the amounts involved, definitely there is a trail of approvals by individuals. How can there be a lack of evidence? Even if the approvers were not “aware” of the beneficiary, there has to be negligence in duty? Just a stern warning?
