While in the military I was in Japan for a bit. The bulk of the grocery goods are set outside of the stores. I said wouldn't fly in the United States then noticed walking around they have vending machines full of phones, tablets, MP3 players, and beer. None of those vending machines were broken and they were just set on the street in random spots with no one watching them.

You're confusing Japan with muslim countries. The punishment for theft is imprisonment with labor for up to ten years or a fine of up to JPY500,000. Even for a minor offense, the Japanese police take action immediately!
