😠 IDG Says "Don't F&@k With Us", NYC TLC Chair Do Outraged Over Uber & Lyft Lockouts

Today, the Independent Drivers Guild (IDG) held a protest against NYC TLC drivers being “locked out” from accessing the Uber and Lyft apps when and where they want. NYC Taxi & Limousine Commission (TLC) Chair David Do also gave a speech, blaming Uber for essentially acting in bad faith and abusing TLC rules and regulations meant to protect driver earnings by ensuring they stay busy (the “utilization rate” or UR).

    This, sorta. Those were already active TLC Drivers. They were puling them away from greedy rentals so they can have their own car. So they didn't really "Add" drivers but they should not of kept giving out so many TLC licenses, SORTA. The big issue with too many drivers was because of Westchester and Nassu county losing TLC status. Now anybody with a car can drive there and uber cut the pay majorily. So a lot of those drivers are in NYC now instead of where they usually use to work out (TLC plates with W is a big indicator they signed up for a TLC license outside of NYC way back). If they want to fix this ultiization issue, they will have to bring back TLC to the counties and make sure permits are not an issue (cops were ticketing a lot of drivers back then).

    @@impulsivez4825 thanks for sharing, never heard this take before! Are you saying that Uber / Lyft (maybe excluding Uber / Lyft Black) have only recently been allowed to dispatch to vehicles *without* Westchester/Nassau County TLC plates in those counties?

    @@impulsivez4825 If they were "pulling away" renter drivers then why those rental companies are still doing good, 90% of their cars are on the road. They had a line of drivers waiting for a car to become available, now all those that waited for cars have their rental cars and market got oversaturated. Not a single rental car company is suffering or going out of business, because TOO MANY drivers with TOO MANY cars. Anyways, everybody enjoyy the new reality, I wish TLC would again open UNLIMITED TLC PLATES so we can all laugh at those that were asking for MORE PLATES.

    @@AutoMarketplace Shouldn't be a recent thing as Uber and Lyft operate under a TNC license outside of New York city which allows them to onboard any driver + vehicle Except for-hire licensed vehicles (like WTLC). dmv.ny.gov/more-info/faq-tnc-drivers

    I just seen like 30 drivers drop off their cars on towers parking lot because they cant afford their weekly rents because of the lock outs .... and tower told them that they cant do that and the drivers just parked the cars there and walked away so this is not only affecting drivers its also hurting the rental companies

    Yup! There’s probably technically a notice period of 1-2 weeks, but to your point for some drivers right now, especially part timers, it’s very tough. Know firsthand occupancy at a lot of rental companies is bad. Some might not make it.

    I believe there is some misinformation regarding the "Lockout" rule. This rule, along with the minimum fare rule, was enacted by the NYC Taxi and Limousine Commission (TLC) around 2018, ostensibly to combat congestion in NYC. It was a political maneuver influenced by pressure from yellow medallion taxis, which were going bankrupt and demanding restrictions on rideshare expansion. Mayor de Blasio's administration championed this effort against what was perceived as congestion caused by empty rideshare cars supposedly driving around aimlessly and causing traffic jams. However, most drivers park and wait for ride requests, and the empty cars seen were likely on their way to pick up passengers. The rule states that if there is insufficient demand, rideshare platforms must prevent drivers from signing in, reducing the number of cars driving around unnecessarily. This lockout lasts for a few minutes, and drivers need to keep trying to sign in until demand reaches the threshold that allows them to go online. The lockout process is random and not based on a specific timetable. During the pandemic, the rule was lifted due to a shortage of rideshare drivers willing to work, allowing the few available drivers to stay signed in without being locked out. The rule remained lifted for years because there were still not enough drivers to meet demand. Now, as conditions return to normal and more drivers are available with fewer ride requests, it seems the TLC has reinstated the lockout rule. Uber and other rideshare companies opposed this rule because they wanted as many drivers available as possible. The minimum wage rule, which is actually a minimum fare rule, only applies when the driver receives an active ride request and is driving to pick up the rider and during the trip itself. This rule does not affect drivers who are signed on and on standby. Rideshare companies do not and are not required to pay for standby time, so they have no incentive to lock out drivers from their platforms. In summary, the lockout rule was a TLC mandate, not a policy initiated by rideshare companies, which actually opposed it. Also, protest the oppressive TLC for showering fines to drivers on roads, leasing companies that demand exorbitant weekly rent, and the tlc insurance that prey on drivers by charging very high monthly premium. Also, ask the city to divert the sales tax of 9% and the MTA ransom of 2.75 they are charging riders, to drivers to benefit drivers.

    Really like your summary and how you view the marketplace. Have some disagreements with some of your views, but it's clear that you know the history and technicalities. A place of agreement is we view Uber / Lyft lockouts as more a TLC driven thing vs. Uber / Lyft being completely at fault. As you know, TLC releasing 10,000+ for-hire vehicles (FHVs) in 2023 alone oversaturated the supply in the market. If they didn't let that happen, don't think lockouts would be a thing as utilization rates (UR) would have remained well above 53%, as it was throughout 2023 before all the EV restricted TLC plates got issued. Thoughts?

    @AutoMarketplace There is no oversaturation. If there were, leasing companies wouldn't be charging as much as $500 or even more weekly for just a gas car. There should be unfettered access for drivers to own their own cars to counter the monopoly of leasing companies. Why should drivers be stuck with expensive rentals, which only add to their hardship? Any loss of work due to "lockout" because of "saturation" would be mitigated by lower costs for drivers who own their vehicles (no high weekly rent). Moreover, the market, in the spirit of free enterprise, should dictate what drivers do. If drivers aren't happy, they will either go home or find another line of work. The lockout rule or utilization rate requirement by the TLC must be eliminated. It causes more frustration because drivers are suddenly locked out, disrupting their schedules. This is worse than waiting without passengers. And more importantly, they must start issuing FHV licenses to any drivers so they can do their business. Drivers who have had the FHV shouldn't have an unfair advantage over other drivers who can't get FHV if they wanted. If anything, they should just limit one FHV per individual driver, and no more dealer/leasing companies FHV. In that way, your concern for "saturation" would be reigned in. You see, this is political. If they really meant to curb saturation, then they should not have allowed dozens of new FHV to dealers only when they briefly opened up registration. They just have lobby and money from the leasing companies, so they never want to limit them. Overall, you guys have the misdirected anger and attention. While Uber is no saint, but they are hardly the only culprit. No one has raised any voice against high rental and predatory practices by leasing companies who are mostly crooks and take advantage of drivers. And don't forget, what you call tlc pigs, lol, how they prowl on streets and issue summonses for little things just to raise money for themselves. Why dont you talk to tlc chairman on that? Also, as I mentioned, demand the NYC to channel the sales tax to drivers, and then have some regulations on tlc insurance. why should they charges hundreds of dollars from drivers who have had no accident in their entire lifetime. So, please don't restrict tlc licenses, nor FHV licenses for new drivers as they also need to survive and most of them are immigrants who can only do this better but they would be unnecessarily precluded by the system.

    @@mysteriousjz David Do justified the release of 10,000+ TLC Plates in 2023 alone due to "predatory" leasing companies. So, that talking point has been mentioned many, many times. Let me ask you a simple question, if a TLC driver has a bad credit score (many do) and cannot get an auto loan (many can't), or if a TLC driver gets into an accident and can't afford to immediately fix their car...what business would need to be created to address these issues?

    @@mysteriousjz when you use the term "predatory" leasing company be careful because what will happen is you'll kill that industry and what will replace it is "predatory" lenders who will give drivers loans to buy cars at usury, credit card rates. This is even worse, as those contracts are long term in nature (5-6 years often). ~70% of TLC-plated vehicles are claimed by an individual driver, so your characterization of the marketplace is factually incorrect. We do agree leasing companies should be subject to "lease caps" like they have in medallion industry to prevent abuse and there should be a way for long-term drivers to get access to a TLC plate. Getting back to the main point, there are too many for-hire vehicles on the road right now in NYC, this is just the data clearly showing that (supply & demand 101). There is FHV oversaturation in the marketplace.

    It is very annoying being an Uber driver for over 8 years with a 4.97 rating and gold status with an EV to be KICKED OFFLINE after performing rides because I'm not in a busy area. I adapted to this but there only so much you can do when someone takes you to a dead area and I cannot stay online. What, to let some newbie on? I should be able to go online any time I want. Wtf is Uber thinking.

    That’s a deeper and separate issue of how Uber has been and can evil. That goes back to the founding of Uber with Travis Kalanick who developed the culture at Uber, which pretty much remains to this day. And it’s not just drivers Uber tries to screw, they do this with their customers as well (their riders). Uber only really cares about itself, which is fine if you’re a near-monopoly. In other markets where Uber has competition it’s a bit nicer.

Uber should definitely prioritize is higher rated and longer standing drivers but TLC should have never given out so many TLC driver licenses and then make a rule for a utilization cap because of their screw up. They are both to blame but I feel like TLC does take more fault since Uber has to follow the rule for utilization and they have to optimize the amount of rides they get by putting people online in a busier area. it's just annoying that it had to come to this because of poor mangement. if David do is smart he will lift the utilization cap, refund the tlc driver applications on the waitlist and give us back our gas cars. Puting a thousand EVs did not help with the problem of already overloaded charging stations. I also have to trade in my old EV for Tesla because of this. That is at my expense. I really don't like David do, his dumb ideas cost me a lot of money.

    its summer, schools out and extra ppl working, kids at home, college students, teachers, dropouts all of em, uber when demand is the slowest and people take weekly vacations and don't travel with uber for that. ac cost more gas. too much factors effecting demand. cars overheating issues in the summer. weather fun to walk. and expensive if ur poor. The TLC should ask the government to give more rides for seniors. nyc is 20% of U.S GDP they can squeeze more funds to help the people and get more rides with corporate taxes from every major company using the road.

    the apps allowed a lot of drivers to sign up so they will have more donkeys that will take $2-3 rides. many drivers were just sitting, wasting time because of the oversaturation but these apps didn't care, its not their time. now it bites them back
