Because, no one can hear them in a car from more than 10 ft away. Also, the likely hood of a 1k+ super heavy duty siren breaking is nearly impossible, and people move for lights. They have back up lights. All this costs 4 to 10K. A human being costs 50k. pretty obvious why.
