Could you please tell me how much power should I apply for 60 cc/ 2 ounce water?

It depends on which type of formula you choose. For powder formula, most manufacturers use the same recipe: 1 level scoop of powder for every 2 fluid ounces of water. However, if you are using liquid concentrate or ready-to-feed formulas, the recipe will be different.
