I would suggest Adobe Fresco, I detail it as my go to Vector software, but it also has raster abilities

What software would you recommend for a windows tablet/pc ??

It’s an otter box, not sure I’d recommend as it has a raised edge so I run into it a lot haha. And I’ve had the pen for over a year without issue

There are lots of other ways to approach, designing a digital image. This is what I have been using lately, but by all means is not the only way. If you don't have an Ipad I suggest learning software such as photoshop, or illustrator.
