Your finish repels the water. Sanding well and yes Zinsser oil based would work. But Hammerite is good without primer. Depends if bare metal or painted. So me good water based glosses now. My internal doors look first class with water based gloss. Stay white years longer. I wouldn’t let anyone use oil based gloss in a home. A brush killer also. Top tip with zinsser just wrap a loaded brush in cling film , stays good for at least 3 weeks. A good sand is key on metal no pun intended.

  • @LondonRider12

Sanding off an entire layer of paint is likely to be much slower than scraping. The sanding of the varnish layer is just to give it bite, rather than remove it completely.

Oil takes ages to dry and cure, whites will turn yellow within a few months if they don't get natural light, they also smell and are very toxic to breath in. Waster based is faster. cleaner and safer but not as durable, and require good prep.

You need to use some 120 grit sandpaper to rub out the heavy gloss and basically take the gloss off. You don't need to go crazy but it is worth giving the walls a good rub down first. Then I would advise you to seal the walls using a diluted coat of PVA glue which will act as a new background for the next paint to adhere too and it will also help stop the new water based paints reacting with the oil. Use a flat Matt emulsion in the bathroom, or an egg shell (Dulux diamond Matt)

Fixing the problem you have presented can be a huge undertaking. I would look at a number of videos on painting including prep here on youtub. Hopefully, you can begin to gauge just how big a job this can be and its expense. If you're renting, I would try to avoid doing this job. If you insist on doing it, I would invest in an orbital sander. Be sure to use a dust mask and get off the gloss and other imperfections. Again, just look here on KZread before beginning.

And how is he going to scrape away near the carpet stairs without destroying the carpet. I'd sand it and paint it and hope it'll last a few years.

Bollox this must be a zinsser sales rep. He's more expensive cos he talks to much rather than works. Loads of paints that will go straight over and still looks great and when it needs repainting a decade later you sell your house and move to a new build. Try macpherson paint that sticks to shit but shit doesn't stick to it.
