well yeah that's because mob positions are defined by their feet. there is no "hey this is my chest" marker stored anywhere. since when skeletons were added way back, everything was atleast a block tall (when were baby slimes added?), so just taking the feet position and adding a block to the y coordinate was perfectly fine as it'd always be a part of the targets hitbox and then turtles were added, and it got the Mojang treatment of "oops we forgot that the skeleton AI uses a flat value of one block or so in it's aiming AI" see what they should be doing, is using a percentage of the targets height, and adding that to the entity location (their feet) especially with the new scale command thingy (unless that doesn't change hitbox size, Idr) something like 50% or even 60% would be fine "oh this mob is 0.3 blocks tall? alright, just an 0.18 blocks above their feet, and fire" instead of " oh this mob is 0.3 blocks tall? let me 1 block above their feet since that's where the middle of their hitbox is"

Percentage is the right way to go, it's just that technically doing the percentage of hitbox size is more calculations, and given the low diversity of mobs at the time the skeleton was added, adding 1 to the calculation was simpler. Just an old mechanic that needs to be updated but not high priority.

Terraria doesn’t have splash text, however, the name of the program once it is opened has something similar to the Minecraft splash text, though it is only seen when running it in windowed mode or when you are looking at the name of the app in the toolbar while it is running

my assumption of why skeletons can't shoot at turtles is that they try to aim 1 block higher than the feet anchor, so that it hits whatever it's targeting in the head. turtles are very smol and short so the skeleton just completely overshoots.
