Then a govt comes along and says, we need guns, bombs and high tech stuff to kill people, so the clever people say ok I will make this stuff for you but it's gonna cost ya. So the govts tell the people they gotta pay more tax to pay for these gizmos and if we don't pay, they will put you in jail. Seems to me that the worst gangs and gang bosses seem to be govts.

This is a completely fake made up thing with images of green screens and intermittent video of tattooing equipment going through gel to show how tattoo needles puncture skin. The one plastic alleged cloaking device is merely an image bender that does not eliminate the full image. It is simply the same material used in the old big screen television sets back in the 90s. It magnifies the background while blurring the foreground.

There's a book on spirituality where there's a spirit in the astral plane that can teach one invisibility on the physical level, you have to train your mind to conceal your thoughts so people won't notice you then for one's physical body to become invisible it can take many lifetimes (reincarnations) to perfect this skill, so you will have to raise your vibration to speed up your molecules and atoms at a rate that you can not see them with the naked eye basically raise your vibration separating your atoms and molecules that's why folks can not see spirits unless they earned the skill of clairvoyance from already traveling into the astral plane to unlock it.

That's how the light traveling through the screen scatters. The light bends around the target. When looking through that screen, people can't see the objects/persons at the correct distance. If the hidden guy would start walking away from the screen, you'd slowly start seeing something blurry and he becomes part of the background. Maybe they should've included such footage in the video. However, it's great to see you guys no taking this weird stuff for granted. Your keen eyes and scepticism are valuable skills, now more than ever :)
