Funny thing is, long before knowing the name of this move, I saw Iranian wrestlers doing it successfully, so I used to call it "that Iranian style Single Leg" which later metamorphosed into "Iranian Single". Good to see I'm not the only one having difficulties coming up with names for new techniques. 😄

It's all contextual. Everything you do requires setup, and the first thing you do is the most likely to fail. This is just a demonstration of a particular technique in a vacuum. The short answer to your question is yes! (if that's how _you_ like to set it up)
That's Iranian wrestlers go to move, they never finish the fireman carry instead doing this
