So there is a 91 and 100 octane tune but what if the new winner only has access to 93 does it matter? I don’t know a lot about tuning.

If you're sticking 93 octane into a 91 tune you should be fine. That ecu is tuned to handle any kind of knocking or anything along those lines which SHOULD be less prevalent on a higher octane gas. If you were tuned on 93 and only had 91 it would be a different story.
