63 head on 64 block makes timing marks half a tooth counterclockwise.

Both. The real TDC marks change 8 degrees (half a tooth) counterclockwise so that needs to be adjusted. Let along correct timing dialing from new timing marks for particular camshafts.
Take car my friend. Little question about Haltech. Following your channel it seems that you tune much more Elite 2500 than 1500 on evos. What are the benefits from your perspective, or it is just from your customers ?

I tune what customer has. 2500 has more outputs and inputs. There is a comparison on their website

Are the jdc coils that bad? I haven't had any issues within the denso ones the last 10k miles.

Generally they are good , but these were not authentic denso.

Yeah i see they have the refurbished ones, i bought new. also i plan on doing something similar i have low mileage stock block so i found a built 4g64 that i could swap in. You think the 4g64 can handle just as much as the 4g63 at the 600-800whp power level @bdalchemist

No the 64 is weaker. Thinner cylinder walls. Blows head gasket much easier
