EU budget riddled with fraud! Court of Auditors explained

UPDATE: The 2016 budget received a qualified opinion rather than an adverse one because about half of EU spending audited in 2016 was below the 2% threshold for material level of error (www.eca.europa.eu/en/Pages/AR2... ).
Many people speak of the Court of Auditors not signing off on the EU budget, but don't really know what it means? In this video, we'll give you an insight into what the Court of Auditors checks the books on and why it has never fully signed off on them.

    The Council of the European Union by a qualified majority with consultation by the EU Parliament, although I'd prefer a bit of reform, probably by a two-thirds vote of the latter so as to lessen the risk of some member state being annoyed by a zealous auditor who might come after their internal fraud. They serve six year renewable terms (which I'd prefer to be something more like 8-10 year non renewable terms). One is chosen from each EU member state, so 27 auditors, and are proposed by each national government, which I'd prefer to be more like being able to get a list of several names from their respective audit bodies not their governments. The EU Court of Justice can remove an auditor for incapacity or misconduct.

    Well the budget of the auditors of course has to come from government. But their position and work is codified so under normal circumstances the commission cannot simply take away their money to influence the work.

    I do think fraud is bad but on this scale it isn’t very surprising. However simply because the books are signed off doesn’t mean the money is being wisely or fairly spent.

    That is definitely true. In the same way, simply because the Auditors did not fully sign off on the books does not mean most of the money was not wisely or fairly spent. They only check if it was used what it was intended for. The decision how much money to spent on what lies with Parliament and The Council.

    Ciceroni I completely agree. To me it does seem though that funding projects on such a scale across a huge number of countries ultimately leads to a wastage of money and resources on projects many constituents find ridiculous. An inference I find from this video is that since the auditors signed off on it and fraud count is not as high as previously thought then the money leaving the EU should not be looked at so critically when it really should be.

    It will probably always lead to waste of money, until we find a way to track and control the money until the enduser, but even then it there will be flaws I'm sure. But I think you'll find the same kind of waste in national and local governments. I have yet to find a government that does only spends money on things that everyone agrees on, never spends more money than necessary and can account for every cent it paid. So while it is a problem, it is not only a European one... I think people should always remain critical about the money spent by all levels of government, but should also realise that there is always waste and fraud. Minimising it is all we can realistically hope to do...

    Ciceroni I think we agree, however money wastage on a European scale will be absolutely huge. Expenses, pensions, wages, projects, even moving from between parliaments is just a massive expenditure. Monetary matters come under much more scrutiny at the state level as shown by the expenses scandal in the U.K. which was probably a drop in the pond compared to expenses at the E.U. level. I’d love a video on some ongoing projects from the E.U. It would be really interesting just looking at the good and bad!

    I'm not that sure we scrutinise our national expenses more than the EU expenses. I can assure you that there is a lot of money wasted in national governments, and nobody seems to really care or notice. Aso the cost of the EU administration is only around 6% of the budget. That covers everything from salaries and pensions to European schools. So I think in comparison to many other governments its not that crazy. However, unnecessary expenses like the moving back and forth of EP are, well unnecessary so should be stopped.

    Yeah come here in Bulgaria and youll see what missuse of EU money means. Every 'farmer' has a mercedes and a big house where he only uses Eu money on paper...

    I have an even better plan, let's send a letter to Nigel Farage asking for the £ 18.2 billion (£ 350 million a week) he promised you. While you're at it, maybe ask him for the subsidies he and Ukip misspent.

    It's not about fraud, it's about revealing their activity. If the books were signed off on and available for public inspection, we would see the large payments that went to people and countries to pay them off. We would see the vast amounts of money received by tin-pot nations from the wealthier ones. We would see how companies were paid to leave Britain and set-up elsewhere. This is what we want to see.

    Not sure who you are referring to but yes, some of the money disappears into the pockets of ‘thieves’. Most of it under supervision of the national governments though…

    @@Ciceroni1 I'm saying that EU audits are never provided to EU citizens but there are billions of euros not accounted for ,the thieves are in Brussels and who will investigate the losses that are factual? Nobody, because they're not likely going to investigate their own corruption,and if a country asks where the missing money is they'll be blacklisted and put to the back of the list for any help they might require because they have the temerity to question Brussels integrity

    There's no such thing as an EU citizen, the EU is not a sovereign state. That's why each member state issues it's own passports. The EU is a business with it's own legal identity, just like any other business. This is why it can enter into legal contracts with member states.

    The EU most assuredly is not a business. To do so would be a complete misunderstanding of the nature of a business, the laws applicable to a business in the member states, and the misunderstanding of the nature of a legally binding contract. While the EU isn't recognised as a sovereign state it does have several institutions like that of a country and recognised citizens. If I were to travel into the UK or Ireland right now, as a EU citizen I'd have a different, easier slip into these states that people that are not citizens of the EU do not. The best example I think I could give is saying that you can be both a citizen of California and of the United States of America.

    It's not a business, it's a deep alliance and when an alliance happens deep & long enough, it's of very little difference. A sovereign state like the UK for example is a deep union of 4 area that can argue to be sovereign state of their own right and those are made of the joining of even smaller regions. Legally binding contracts and agreements is also what held every sovereign state together as well, and overtime, the identities of people within transcended to something more than ink on paper... that is national identity. The US for example is an alliance of 13 colonies that grew to be 50, it still is both an union of 50 and a sovereign state of it's own right. That why you have people who both identify with their state and with America. There's a reason why they can states, state.

    Because fraud of 282 million is unacceptable. Auditors do get things wrong and the lack of paper trails. Something this big and yet so secretive that doesnt have its accounts signed of is not being run properly. How it treats whistleblowers of fraud and its use of doublespeak to try to show it has had its accounts signed of but in reality it hasnt and has large errors in it still.
