Everything! As long as there is a connection between European crime syndicates and Meso-american drug cartels, the DEA can claim jurisdiction in Europe as the latter is automatically active in the USA. In the Ballouti case, the Belgium-based organisation presumably has a connection with the Mexican-based Sinaloa Cartel, and therefore the DEA can claim extraterritorial jurisdiction in Europe and beyond.

What strikes me is that almost no white people seem to really be involved in any of this higher up drug trade. So optically it looks like a bunch of foreigners or foreign sounding names are committing almost all of the time crime. That perception must resonate even though I imagine the consumers of coke are mostly white lol.
