That’s historically typical-Augustus Caesar kept the Roman Senate around, Shitler the Reichstag (if only as an audience for speeches) and definitely-not-rigged national referendums, and there’s technically the Russian Parliament still sitting today. Dictatorships usually need to keep up at least the pretense of popular support in order to forestall opposition.

Yeah it's interesting. The Imperial Senate was around for what, 20 years? Then he dissolved it and within 5 years the Empire collapses.

@@kapitankapital6580 It was important to keep up the appearance that the opinion of the people matters, because in an Empire they don't really get a say. People who feel like they are not being heard or respected get angry quickly.

@@kapitankapital6580yeah it's one of his major mistakes. Especially since it occurred along with the destruction of alderan and the empires first major defeat in decades. He removed the illusion of democracy, then the empire discredited itself as a stabilising force.

This is the Palpatine I love - the mastermind, the schemer, the puppet master. Never a situation which he cannot turn to his advantage. These two episode were outstanding.

Despite Palpatine's speech on decommissioning the clones and replacing them with stormtroopers, it was so satisfying to witness Rampart's downfall.

Didn’t really decommission them, he just announced a new military direction for remaining loyal clones and new recruitments.

I know what you mean. Though admittedly I was hoping that if and when Rampart was gonna go down, it would be by getting executed by the Clones he believed to be inferior. Wouldn’t have changed anything in the grand scheme of things since the Clones were still ultimately decommissioned by the Empire, but the payback would’ve been so sweet due to the irony.

This is why Palpatine is my favorite canon sith. He has a contingency plan for literally anything that could go wrong. As Rex said later, he's always several steps ahead.

Exactly that's why it didn't bug me when he returned for rise of skywalker. Of course he had plan in place just in case vader turned on him. If he didn't it would be completely against his character

Has Palpatine planned for every single outcome or had he seen the future? When Tup's inhibitor chip malfunctioned, he never went after Anakin. And since none of the troopers betrayed Anakin during Order 66 and were loyal to him while killing the other Jedi, I wonder if Anakin was exempt from Order 66 because of Palpatine's plans with him? And if Anakin never turned to the Dark Side, would the clones be unable to execute Order 66 on him because of the inhibitor chip's programming? They went after Ahsoka even though she left the Jedi order and they tried to execute Darth Maul despite never being a Jedi and was only a former Sith Lord. So if the inhibitor chip was programmed to make the clones exterminate every Force user except for Sheev Palpatine and Anakin Skywalker, Anakin could easily save a lot of Jedi if he didn't become Darth Vader, so the fact that he was exempt from Order 66 (as shown when Tup ignored Anakin and went after the alien lady) and the way Palpatine was always so many steps ahead makes me think he might be a time traveller.

@@stevenjohnson6962 Being clever doesn't mean he can't make mistakes. He was very foolish and lazy during the original trilogy and that led to his downfall. That's how Lucas wrote him to be. Him surviving would make sense only for the prequel-era Sidious.
I love how Palpatine indirectly uses Order 66 a second time here, now letting it seem as if the absolute loyalty of the clones, which was really only triggered by the order itself, could present a danger to the new Empire, and thus underlines the need for the stormtrooper program. So Order 66 did not only eliminate the Jedi, but the clones too...

I knew this was gonna happen. Palpatine made the stormtrooper program possible on the technicality that the clones could be manipulated so easily by superiors and used what happened on Kamino to his advantage! What a moment in this show!

@@GreaterGrievobeast55 Started with his family who he killed personally, then the cultists, one of who's heart he eats, then everyone in his path to Supreme Chancellor, then the Clone Wars, then all the Jedi, then any who defied the Empire. Killing is a delight to him, his hunger for it can never be sated. He is a pure, murderous, sadistic psychopath who loves no one and nothing beyond himself. I think it's good to have purely evil villains sometimes without having to give a reason for why they're evil

@@howdoichangemyusername9802 I see your point, but if you've played Jedi Fallen Order, you pity the stormies. You realize many of them are just regular guys trying to make a living. Palps power was absolute, and to defy it was near suicide. Most of them likely had no real loyalty to the Empire, but they had jobs, and to shirk those jobs quite possibly carried a death penalty.

Pretty much a diversification of the army to keep the loyal only clones and get new stormtroopers by recruiting humans. The stormtrooper army needs to grow bigger.

@@_MaZTeR_ The Stormtrooper Corp was neither massive nor cheap though. That’s what the regular Imperial Army was for. The shift from Clones to Stormtroopers was more to insure that the Empire had troops that where completely ideologically loyal to the Empire above all else rather then being reliant on implants that could be manipulated by outside forces or surgically removed once one knew about them.
“If I had a nickel every time palpatine said “But I assure you”, and “treachery”, I’d have 2 nickels, which isn’t a lot but it’s weird that it happened twice, right?”

Im not even mad, Palpatine’s cunning and superior genius is just something I can’t help but admire, he made this work for him. Whatever you could’ve thought up of, he had a counter for it, your plan A will be countered by his plan C, and if you go to plan B he has a plan D for that one too, damn he’s so good it’s not funny man. It’s amazing. You have to respect him for that.

It seems like he took to heart what happened in TPM, when Padme escaped Naboo and seemingly ruined his plans to get her to sign a treaty to legitimise their occupation. The Federation blockade of Naboo was designed to show how useless Valorum was and get himself nominated as Chancellor, and Palpatine thought Padme signing a treaty was the only way to achieve it. When she left he was so angry that he impulsively sent Maul on a wild goose chase to capture her and return her to Naboo to sign said treaty, which revealed the reborn Sith to the galaxy. Then when that failed, the master improviser Palpatine started to come up with another plan, and realised that if he could show Valorum's incompetence first hand, Padme would motivate the Senate to oust Valorum and issue a vote for a new leader with himself as a strong sympathetic nomination. Ironically, if Palpatine had done nothing after she escaped Naboo, Padme would have come to him on Coruscant anyway and he would have got what he wanted, and the Jedi would have been none the wiser about the reborn Sith in the galaxy. But he learnt from the experience that it's good to have contingency plans, and let others come to him (as Chuchi and the other clones fell right into his palm as did Padme all those years ago).

Not only is Ian legendary as Palpatine, his Shakespearen acting brings him to the next level.
Palpatine coming in and basically playing the Clones, Organa, Rampart, and Chuchi was so awesome. He didn’t get his power just from Order 66, he truly was a masterful manipulator. Like Rex said, he’s just always a step ahead.

I knew these episodes were going to be good but holy. freaking. shit. Without a shadow of the doubt, the best episodes of S2 collectively, the best episodes of the Bad Batch in general, and the best animated SW I’ve seen in awhile which is saying A LOT. These episodes felt like an Andor 2 parter in writing, direction, intensity, and emotional beats. These two episodes are the reason why the Bad Batch is so important to SW lore and why it’s top 3 of the best SW Disney+ series. These episodes are literally a masterclass in every form. 10/10, A+ for both episodes.

@@user-uz5om9nx4j Its Ian Mcdiarmid. Disney has been bringing him in since Rebels Season 4. Which is honestly a highlight. Its so much cooler to hear the Actual Voice saying things like Ahsoka, Ezra etc. and not just an impersonator
Just like how he allowed the Rebels to learn about the Death Star II years later, he knew that many of the clones wouldn't stay silent about the Tipoca City destruction. He even knew from the beginning that some clones would even leave behind some sort of evidence that would expose the cover-up. All he had to do was wait. And then when everything was set up, he would manipulate the truth to his will, seizing the advantage that would forever ensure the regulation of his Stormtrooper program while savagely curtailing the liberties of the Clones. I already hated him more than Krell when he killed Captain Wilco in the second episode of this season. All so that he could cover up the fact that the Bad Batch were still alive. I knew the guy was stronghearted in his idea that clones were inferior. But I didn’t think he’d be stupid enough to kill a clone just to cover up his own incompetence.

For it was going to be discovered that the Bad Batch survived Kamino, and he would find himself the object of an intensely questioning glare. He was, in his temperament, polished and composed, and I should have thought it the wiser course of action to report truthfully to Tarkin the fact of the Bad Batch's survival, and, with the same polish and cool, assure Tarkin that he would eliminate them so soon as the opportunity presented itself.

I love that the clones’ obedience is both the reason they were produced and the reason they were discontinued. Palpatine needed an army to destroy the jedi with and now that that’s over he needs an army that can’t be exploited so easily like he did. IT’S BRILLIANT. Gives us a better answer to the “Why did the Empire use Stormtroopers instead of clones” thing

Tbf there were loads of reasons. - The tarkin doctrine of ruling through fear using the Death Star (which would have worked if Luke didn’t show up) - the Clones were well recognised symbols of the Republic which Palpatine didn’t want - The Empire didn’t need a expensive, well trained army when they weren’t at war, just fighting small insurgencies. If the Tarkin Doctrine had worked there wouldn’t have been the Galactic Civil war to require an elite army - Using Clones from Kamino was a massive risk in terms of sabotage of the cloning facilities. Using recruits from each system doesn’t give the enemies a clear target to go after

Damn... Even when the Ultimate Villain has died in the plot for so many years, Filoni still manages to make him blow my mind. Another example on how to bring such an iconic character back. You see that Ryan and J.J. ? That's how you make Star Wars.
The Palpatine we typically expect to witness is the Sith Lord who force lightnings you for failure; but then we see the true insidious power he is truly known for which is playing the crowd, scheming and just being an Emperor. Despite being 100% capable of killing everyone in the room to force compliance to his rule, you never see him having to use his powers in public like that. He's managed to gain everything without exposing his real hand.

He told Vader a very similar line in the 2017 comics. That there was no point in ruling over a dead galaxy and that everyone has a role to play. The anger of a Sith must be tempered and directed for beneficial gain, otherwise it only serves to hinder its wielder. The subjects of the Empire are all expendable pawns to the Sith and when Palpatine needs the collective masses to move in his favor, he reminds us how a true politician conducts business.

"Safe" and "Security" are the 2 greatest words used by politicians to justify they're actions. If the Clone wars have taught us anything it that; you create enough chaos, people will beg for order.
This is easily a Top 10 Palpatine moment. It's crazy that Dave Filoni and his team keep creating these epic stories. I was on the edge of my seat during this entire scene leading up to the speech.
Something I admire Dave Filoni for is his dedication to never really showing Palpatine’s entire face. Whenever he shows up in any Filoni project, his nose and mouth are always the most visible while his scheming evil eyes peer out from the shadow of his hood. Just a great creative decision that I admire

Palpatine had this planed from the start. He never indented for this cover up to kept in the dark, but created the incident so he can reveal it to earn the Senate's trust by using Rampart as a scapegoat, while only also further necessitating the recruitment of human born recruits for the newly formed Imperial Military. He played both sides again, leading both sides to lose, while Palpatine won.

Not exactly. Palpatine's plan wasnt to let the destruction of Tipoca City be exposed. But rather, he had a plan in place for either outcome. That's what makes him so terrifying. Not that he allowed the truth to get out, but rather that he was prepared in case it did

this is an example of a Xanatos Gambit. Had they stood by and done nothing, the bill would have passed eventually. had they been killed by asassins, potential rivals would have been taken out and the bill would have passed. When they succeeded, Sideous was able to get full senate support and clean house. They never could have won
I love how they brought in Ian McDiarmid to voice Palpatine for this speech. They really decided to go all out with these two episodes

I absolutely loved this scene because I've always wanted to see Palpatine handles the Empire's atrocities to the Senate. I've always wanted to see how he manipulated them into either believing whatever cover story was made, or if the truth got out, twisting to still serve him and keep (mostly) everyone on his side. I've always wanted to see the Imperial Senate being manipulated by him like this and I'm so glad we finally got it. Also, if the mention of Stormtroopers gets this kind of music, I'm excited for when we see the first fully-fledged Star Destroyer
This whole scene is an excellent microcosm of the changes and the revelation that this Empire that they're trying to support isn't going to be what they expected. That small bit with Chuchi looking over to Organa in uncertainty says it all. "I did the right thing, didn't I?"

Ngl this is the most terrifying I've ever heard Ian McDiarmid's voice. The depth of his growls.

It’s not every day The Senate gets to tell a speech to The Senate.
There’s a lot of things I love about this moment. The ominous music that plays during his speech. The details of his yellow eyes and yellowish teeth being visible which was a nice thing to include. The callback to Ep III with the Senate viewed from above. And loved Palpatine here. A cunning Sith Lord like people remembered him as, pulling the strings even after his successes with the Great Jedi Purge, depicting the Jedi as villains who tried to overthrow the Senate, and transition to the Empire. He actually managed to twist the situation to his advantage by “condemning” Rampart for the destruction of Kamino and portraying the clones as soldiers who are no longer able to be trusted with keeping the galaxy safe due to them blindly following orders without any question, and being a hazard to the new Galactic Empire which ultimately leads to him proposing the bill. This is probably my favorite Palpatine moment now. Not only does it show how the transition from clone troopers to stormtroopers begins with the bill, but it also showed Palpatine being a master at manipulation once again.
I know I’ve seen him in Star Wars many times but I got literal chills when I saw him rising from the middle in this episode. The perfect villain, so deceptive!

Rampart is just a stooge. Nothing he did was of his own ambition or making, he merely followed the orders of those above him like a sycophant does.
What really captivates me in that scene was that the entire Senate quit their squabbling immediately after Palpatine appeared. He didn't even have to say anything, nor was the crowd sileneced by Mas Amedda. Palpatine just stood there, almost humbly if I didn't know better, yet all the eyes and ears were at him. He was, indeed, The Senate™.
For once his theme legit made me feel defenceless and unable to do anything. It actually instilled dread and fear and I LOVE IT. It felt proper for him
This episode is so deep. So much parallel meaning to what's happening today. People are fighting in Congress, about health care for veterans, and are veterans are paying the price. Feloni is nailing it, and this series starting to get better than the Clone Wars.

What a legend, both the actor and the character. The smartest and most manipulative person in all of Star Wars imo. The slow Emperor theme under his speech too, so chilling. Ian Mcdiarmid probably did this is one take and then went about his day, absolutely perfect casting.
I think Palps was delighted by Chuchi's attempt. He loves victories, and there are no victories, if nobody opposes you. It didn't matter if she got the proof or not, Palps was always way ahead. I think he'll keep her around just for the fun of defeating a good person. Unless she gets involved in something larger, like a clone rebelion. Then she's as dead as the younglings.
In a way, this makes you appreciate Darth Vader/Anakin Skywalker's final act even more, because it managed to surprise THIS guy, the guy who had a plan for literally everything. Palpatine believed so completely that Anakin was gone that he did not have a backup plan for that pivotal moment, and that says a lot.

He actually knew for a long time that Anakin's spirit was never fully extinguished and he fully planned on Vader betraying him at some point. All of the cloning and spirit transfer were his contingencies in the event Anakin succeeded in killing him. It was explained in the Rise of Skywalker book. But at the same time, he bragged to Mas Amedda that he was now beyond Vader's reach. While normally cold and calculating, the few times Palpatine allowed his hubris to take over, it always ended badly for him.

Ian McDiarmid clearly has the time of his life playing Creamy Sheev. It's infectious. Palpy revels in all that he does, the more evil it is the more fun he has. Absolutely one of the best villains ever crafted.

While I am glad to see Admiral Rampart's downfall, how the heck will Palpatine make it sound like Project: TK-Troopers are something that has nothing to do with him? After all, Admiral Rampart was the one who came up with it. And I doubted these Senators will wanted anything that have to do with him to be used for the future of the Empire for sure. Also, I would love to see how will you make an edited video about the Battle Droids defended Desix with flashbacks to show why the Separatists are actually the good guys all along as well.

It's relatively simple to show a military expansion plan and make it a matter of national interest. "The clones don't think past their orders." "That's awful! Do we have something to replace them?" "Well, there *was* a volunteer division in the works, but it's still in its infancy. We might have to conscript planetary militias while it gets up to speed." Boom. Mass conscription to get rid of Clone Wars Era fighting troops in grinding wars of attrition while also building a Corps of zealous attack dogs, all under the guise of phasing out an 'old, outdated' military force. Everything else falls to the wayside.

This scene was probably one of the best scenes in Star Wars. When he started talking all I could do is just listen and not say anything, like if I did it would be treason. A truly amazing, scary and powerful scene which had me staring in awe and Silence.

I love Palpatine in the early years of the Empire. He still gives the senators the illusion that they have voices of their own and can affect outcomes even though he is the Emperor. I also love his design in Bad Batch. Its obviously the Clone Wars stylized version of Palpatine but they still managed yo make him recognisable as Ian McDiarmid's live action Palpatine. Albeit with less facial disfigurement.

It still shocks me that this horrifying voice comes out of this kind soft spoken man. His normal speaking voice is so different. Amazing voice acting skills from Mr. McDiarmid.
Something just occurred to me about Palpatine’s voice. Here we see quite a strong resemblance to Palpatines speech in revenge of the sith, with the rough and menacing tones. Yet, in the Obi Wan Kenobi show when he talks to Vader he sounds much more like he did in Return of the Jedi when he talked to him, lighter and almost friendlier sounding. And then at the end of Rebels we see him sound like when he was chancellor. I find it so cool that we can see the cunning of Palpatine that he can so easily change between personalities, and the awesome talent of Ian McDiarmid that he can accomplish this subtle yet distinct range after all this time.

Sure, in the prequels we saw some back and forth between Palpatine the senator/chancellor and Palpatine the Sith Lord talking to Gunray or Dooku, but here we see a distinct change without him needing to take off his hood or disguise himself

The senates best manipulated by the damaged but unshaken leader with who believes a deep sense of control is what's best for the Galaxy after a very trying experience. Vader is best manipulated by that kindly, yet testy parental figure urging his worst impulses for his desperate desire to have a family. Yoda and Luke saw Palpatine as he is unfiltered, a cackling sadistic monster oozing with ego and verbal venom. Though one that cowers in fear in the seldom moment's his life is actually ay risk.
