Taking Phae capital isn't that easy. Early on they are just stronger (double starting income is extremely powerful, and it can allow you to snowball hard if you play aggresively). And later on, Phae can just teleport the garrisons of all their coastal forts to defend any of them that gets threatened. If anything i would say Phae is one of the nations more resistant to UW raiding, due to this.

This isn't really how it works in my experience. I've never seen an island Phaecia that didn't get eaten. Being entirely coastal like that opens you up to a lot of raiding other nations wouldn't have to deal with as much, forts aren't the only thing that needs defending, and Phaecia's capital becomes a sort of sailing nexus. It's this massive weak point you can easily death stack onto and so long as you know your death stack can beat whatever Phaecia throws at it they cannot stop you. Normally taking someone's cap even with a stack like that means marching through their territory, with plenty of opportunities for attrition, but Phaecia can't make you bleed like that. They either beat your death stack right away or die.

The problem with that is diplomatic, in my opinion. Most water nations have the advantage of holding their coastal neighbors hostage with the threat of making their life miserable, and Phaecia suffers from that to a larger degree than most due to the island start. Especially considering that it's MA Ry'leh we're talking about, which absolutely has enough land power to pose a constant threat to the cap. Remember, it isn't about defeating your raidee so much as it is making it impossible for them to win.
