Where should your tongue rest while doing these exercises

Not a doctor but from what I've learned, On the roof of your mouth (with a light suction) where your tongue should be the vast majority of time (when you're not talking or eating).

Myofunctional therapy can be used to improve nasal breathing and encourage lip seal / mouth closure, so as to create a more stabilised upper airway during sleep. Read more about this on HealthXChange!
Are we supposed to breath or hold our breath while doing that

For me, it helps to hold my breath to ensure I’m doing right.

It is easier to hold one's breath, but I think that practicing breathing while doing this helps the system to learn to breath while the mouth is closed, so that it is habituated for when you're sleeping
