I would use a rotating display table instead of a clock. It comes with solar power and have higher torque. To keep the inner globe flow in the middle you can fill a little water then fill baby oil (mineral oil) on top. That will keep the inner globe flow right in the middle, dead center

Magnets are attached to the clock to the second hand. It is inside a smaller Christmas ornament floating in water inside a larger Christmas ornament. When the second hand turns the magnet the magnet stays aligned north and the inner Christmas ornament turns.
