Negative on the California law a person has to be dragged 15 feet against your will for it to be kidnapping. This here is unlawful detainment. Also you must take in consideration that this was a citizens arrest that they conducted an unlawful citizens arrest which means it was a unlawful detainment on public property Which is self is a misdemeanor. She actually broke the law as a police officer. She took an oath to uphold the law, and as such she doesn't get to be judge jury and executioner. She doesn't get the right to pick and choose when to uphold the law. She saw them unlawfully parking and illegally detaining people and refused to prosecute them. Imagine a cop saw someone murder someone and decided to let them go because they wanted to, that cop would be in big trouble. The severity of the crime does not dictate whether or not is should be prosecuted. By witnessing a crime and failing to issue a ticket she has essentially broken her oath.

You should link the business so they can hear what the public thinks of them. Companies always appreciate public feedback.

That is a very accurate assessment of the goings on. Had there been no recording and the person's they were investigating not aware of their rights it might have escalated and arrest probably. Some flimsy disorderly conduct or public intoxication charges filed.

calling 911 for non emergency is a violation.

The woman tells them not to block the driveway as her car, a red truck, and another police car blocks the driveway. I would have had no choice but to tell her to shut up.
