The boot on my started collecting water and not draining fully. I was lucky enough to have a little wet/dry vac, which I ran carefully inside the boot and over its drainage holes. My wife also gave them an extra cleaning with a Q-Tip. All good and everything drains like it should again. BTW, remember to also check the washer lint trap/filter occasionally. That's a separate, but related task.
