Male biology doesn't complete it's normal internal aging curve until about 26, so he's definitely interrupted that. Outwardly it's very noticeable but he'll definitely notice internal problems about mid 30s.

at most it costs $9k USD for 5,000 hairs which is equivalent to a full head of hair.
