Charlotte Cop Caught on Camera Stealing Cash From a Detainee

Charlotte, North Carolina - On March 14, 2024, Officer Henry Chapman responded to assist an officer during a traffic stop involving a driver who was allegedly speeding and had an outstanding federal arrest warrant. The warrant specified that the driver had personal property amounting to $7,911, which came into Officer Chapman's possession as he transported the driver to the University City Division Team Office. According to the warrant, once at the office, Officer Chapman requested another officer to transport the driver to jail.
During the transfer, as the assisting officer began searching the driver, both the driver and the assisting officer heard a rubber band snap. The driver immediately accused Officer Chapman of stealing money that had been bound by the rubber band. The warrant details that the driver observed Officer Chapman with the money between his legs and noticed him moving his left hand towards the driver's door pocket of his patrol vehicle. The assisting officer corroborated the driver’s account. A sergeant approached the scene as the allegations were being made.
The warrant claims that Officer Chapman appeared nervous and fidgeted inside his vehicle before stepping out and emptying his pockets, stating he didn’t have any money. However, the driver pointed out the money in the door pocket of Chapman's patrol vehicle. The sergeant found $900 in the door pocket, as confirmed by the warrant. Officer Chapman denied knowledge of the money's presence but later admitted to taking the money, claiming he had no intention of stealing it. He subsequently apologized to the sergeant and two other sergeants. Following an evaluation of the evidence, detectives arrested Officer Chapman and charged him with one count of embezzlement. On March 15, 2024, the day after the incident, he resigned from his employment at CMPD. The criminal case is still pending.

I spent 25 years as a CO in county, and I have zero issues with how this detainee carried himself. He actually pled his case extremely respectfully, and had a right to speak for himself. I've seen detainees come in and act the complete fool, and although he argued, he did everything right. Shame on that cop.

For asking the suspect to name the exact dollar amount he had on him so she can verity if money is missing and how much? What exactly did you expect her to do? Take the suspect's word for it, search the arresting officer and his vehicle, and then ask the person being arrested if what they found actually belonged to him? All based on his word? How does this sound like a feasible protocol to any rational person?

How F'd up is that? I believed the dude immediately because that COP was so obviously guilty just by his mannerisms. The dude had him nailed. Standing your ground isn't easy when surrounded by COPs. Those body cameras are a double edged sword and I'm glad they wear them now. Keeps everyone honest and/or accountable.
The worst part was the cops body language was radiating “GUILT”. 1) Everyone else was out standing outside the car. The criminal would not leave the car.2) when he finally got out he stood right in front of the door so nobody could look in. 3) when the victim said “I don’t know where he put it weather it was in the door or where.4) Sergeant wanted to open the door and the criminal opened it and put his body right inside the door to try to block the sight. The supervisor should have seen through this immediately. 5) when buddy sees the money the criminal grabs it out of the door and says “that’s not my money” like it musta jumped outta the elastic holding it and landed inside the door, with the mans fast food receipt. SICKENING.

A lot of departments have policies that they have to keep their bodycam on when they have large sums of money in evidence until it's counted and properly documented. If that was a policy that cops camera would've been on and maybe he wouldn't have stole any of it.

Of course they did. The female was coordinating with him after he was accused at 6:17 notice their silent communication. She tried her best to obfuscate and get him to name an incorrect amount. All of these cops are guilty. Even the sarge. He stepped in eventually as to not further implicate himself in the inevitable discovery of the theft.

oh he was way more than smart. he was not only calm but he tricky provoked the sergant enough to show the inside of the car without escalating it to much. a tiny bit less and this would have ended nowhere. a bit more and it would ended escalated nowhere again. its infuriating that the cops would absolutly negate his claims and wont even take a peek. only after they exposed their comrade by accident on bodycam they had to take action. without cams on, withoiut accidently getting that on cam the officer would have gotten away with this. makes you wonder how often they do get away with it. that asside that money is gone either way. the guy in red will see not a single dime ever again. it will be civil forfit and he can sue for 50k trying to get 8k back

I’m not a cop, but I did do security while I served in the Marine Corps. The first thing you do is watch a criminals eyes and if you watch this cop’s eyes, he’s clearly stealing this guy’s money.

I'm embarrassed and pissed off. We fight this narrative everyday to try and remind people how the vast majority of officers aren't like this and then this clown decides to commit a felony at work while wearing the same uniform I do. I'm disgusted with his behavior and hope he gets charged along with his certification revoked. He can never be trusted. Kudos to this detainee for staying calm but staying consistent. He handled that well. I could tell right away that the officer was acting suspicious and the rest of these officers should have picked up on that sooner. Just like my beat partner, they would know better than anyone that he isn't acting right.

And ofcourse you dont get thrown in jail for stealing cash, you first get stopped from doing the crime, then you get questioned, and then you await a trial.

The detectives came in after the sergeants left. They interviewed him, and then after the interview he was placed under arrest. The sergeants didn't arrest him because it could have been perceived as a conflict of interest.

Maybe if you are a State Trooper you get paid good. Local cops or even Sheriff Deputies don't make crap for income. In my area they barely make $50,000 a year.
The dude is well spoken and has a good head on his shoulders. Not only that, he was very respectful and well mannered during a time he didn't have to be. I hope everything works out for the gentleman who was almost robbed and almost made to look crazy.
That officer at the end with the beard. You can tell he is thinking hard for something to say, and just making disappointed dad puffing noises instead.

What an upstanding, emotionally mature, thoughtful, strong young man. He shines brightly on the black community. We need to see more examples like him. I hope he is a father and an active mentor to other young black men.
Yeah, that cop was shitting bricks when he got called out by the arrestee. He did his fellow LEOs dirty and the arrestee even dirtier. Shameful.
