Nope. It was NOT an...American folk song. It was a 60s 'protest song' written by Bob Dylan in/around 1962 and officially published+internationally made famous in 1963. And thereafter. (Read more detailed explanation/clarifications on this thread). Also, it was NOT a 70s song. ;=)

It's the best version I've ever heard. I can listen to it over and over again without it being emotionally draining. I do not remember reading or hearing the name of the interpreter, but I have fallen in love with her voice and with her too. Her soft and sweet voice has captivated me.
