The more I learn about wines, the more I realize I don’t know Jack about wines.

With restaurants struggling and coming up with new revenue streams do they charge a fee to tour the wine cellar?
1st!
You could pick a case out of that cellar heart and buy a house with it

A good wine cellar is more about no highs and lows than perfect temperature, everything under 20°c is correct around 13-15°c is better, and of course no light (Champagne and whites), no storage in boxes/cases, no smells and so on..
What is the difference between a 40 euro bottle and a 1000 dollar bottle?

A lot has to do with rarity and quality. But then, you can have great quality with high availability. That would lower the price. But then, the area where it's produced is another factor. California wines being higher in production tend to be lower priced, as do Australian wines. Once you really get started in tasting, be warned it could be an expensive hobby. Also, don't pay any attention to those wine snobs that think they know everything.
