I was under the impression Hamilton just wanted to use it for leverage and wasn't actually planning on using it to kill anyone. There was only one V2 Nuke, how could he nuke 2 countries at once with it? Still a scumbag and used terror as his weapon, though. Torres, on the other hand, was absolutely willing and also attempted to nuke Osea and kill one million people.
